MINUTES OF THE EUREKA CITY COUNCIL MEETING
February 20, 2006

The Eureka City Council convened in regular session at the City Building on February 20, 2006, at 7:30 p.m. Mayor Punke called the meeting to order, led The Pledge of Allegiance, and then directed the City Clerk to call the roll. Present were Eckert, Chambliss, Waters, Meares, Hangartner, Weidner, Hinnen, and V. Punke. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, Acting City Administrator; Jim Lehman, Director of Public Works; and Chief Al Misener.

Moved by Meares, second by Eckert, to approve the minutes of the February 6, 2006, regular meeting of the City Council. Passed on roll call vote with Meares, Eckert, Chambliss, Waters, Hangartner, Weidner, Hinnen, and V. Punke all voting Aye.

The Mayor asked for public comments on any action to be taken on agenda items. There were none.

Moved by Weidner, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $56,074.85. It was noted that the Maintenance Committee is looking into maintaining the retention basin on their own. Anne will look into the cost of heating the building in the Lower Eureka Lake Park.  The motion passed on a roll call vote with Weidner, V. Punke, Eckert, Chambliss, Waters, Meares, Hangartner, and Hinnen all voting Aye.

Moved by Chambliss, second by Hinnen, to accept the Treasurer’s Report as presented for the month ending January 31, 2006. Passed on roll call vote with Chambliss, Hinnen, Eckert, Waters, Meares, Hangartner, Weidner, and V. Punke all voting Aye.

Moved by Hinnen, second by Chambliss, to consider Mr. Hinnen’s recommendation from the Economic Development Committee to approve the Annexation Petition and Agreement with Eureka College. Passed on roll call vote with Hinnen, Chambliss, Eckert, Waters, Hangartner, Weidner, and V. Punke all voting Aye. Meares voted No. The hearing on the Ordinance annexing the property will be held before the March 6th meeting of the City Council.

Moved by Hinnen, second by Eckert, to consider Mr. Hinnen’s recommendation from the Planning Commission to approve the plat from John Roberts to divide the property at the corner of Mill and Callender into two parcels, one to Roberts and the other to Travco Plumbing. After discussion, the motion passed on roll call vote with Hinnen, Eckert, Chambliss, Waters, Meares, Hangartner, Weidner, and V. Punke all voting Aye.

Moved by Hinnen, second by Hangartner, to consider Mr. Hinnen’s recommendation from the Planning Commission to approve the preliminary plat from Eureka College to develop the thirty-five acres at the corner of Reagan and Dickinson Drive. Dr. Dave Arnold, President of Eureka College, answered  questions of Mayor Punke.  The motion passed on a roll call vote with Hinnen, Hangartner, Chambliss, Eckert, Waters, Weidner, and V. Punke all voting Aye.

Committee Reports:

Chairman Chambliss of the Budget Committee: This committee has two meetings left in early March to discuss Committee budgets.

Chairman Meares of the Administration & Personnel Committee: Next meeting scheduled for Tuesday, February 28, at 4:30 p.m.

Chairman Weidner of the Enterprise Committee: This committee met February 15 with Joe Aikman. After reviewing the information, the decision was made that the city has no obligation in moving the water main between Lots 6 and 7 in Aikman Acres.

Chairman Chambliss of the Maintenance Committee: Next meeting scheduled for Wednesday, February 22, at 4:30 p.m.

Chairman Waters of the Public Safety Committee: Officer Luckey is moving from full-time to part-time until someone else can be hired. He was recently hired as an investigator in the State’s Attorney’s office. The Committee will be advertising for police officers to build a new list of possible persons to hire.

Chairman Eckert of the Park and Recreation Committee: Next meeting scheduled for Wednesday, February 22, at 5:30 p.m. to discuss park security. This is due to recent vandalism.

Chairman Hinnen of the Economic Development and Tourism Committee: No report

Chairman Meares of the Communications Committee: This committee met on February 15 to review the city website.

Chairman Mayor Punke of the Liquor Commission: Mayor Punke reported that the background checks for the liquor permit applicants have still not been received. They are long overdue. Chief Misener will call to check on the status of this information.

New Business:

There was no new business.

There were no public comments.

There being no further business to come before the Council, the meeting adjourned at 7:45 p.m.
