The Eureka City Council convened in regular session at the City Building on April 3, 2006 at 7:30 p.m. Mayor Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were, Meares, Hangartner, Weidner, Hinnen, V. Punke, Eckert, Chambliss, and Waters. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; and Anne Sandvik, Acting City Administrator.
Moved by Hinnen, second by Meares, to approve the minutes of the March 20, 2006, regular meeting of the City Council. Passed on roll call vote with Hinnen, Meares, Hangartner, Weidner, V. Punke, Eckert, Chambliss, and Waters all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Weidner, second by Meares, to approve and pay the bills as the City’s obligation in the amount of $18,736.25. Passed on roll call vote with Weidner, Meares, Hangartner, Hinnen, V. Punke, Eckert, Chambliss, and Waters all voting Aye.
Moved by Eckert, second by Hinnen, to consider the Park Committee’s Resolution R-03 authorizing the City of Eureka to enter into an intergovernmental agreement with Community Unit School District #140 to construct a storage building at the Eureka Lower Lake Park for storage of EYRA, JFL, and Eureka School District athletic equipment. Passed on roll call vote with Eckert, Hinnen, Meares, Hangartner, Weidner, V. Punke, Chambliss, and Waters all voting Aye. The parents of children in soccer and Little League will provide the labor for building the shed. The City retains ownership and will do maintenance.
Moved by Meares, second by Chambliss, to consider the Administration and Personnel Committee’s Ordinance 06-04 Cell Phone Service Provided and Reimbursement. This ordinance regulates the use of and reimbursement of cell phone use by employees. Passed on roll call vote with Meares, Chambliss, Hangartner, Weidner, Hinnen, V. Punke, Eckert, and Waters all voting Aye.
Chambliss, chair of the Budget Committee, noted that the proposed budget reflects a diligent effort of all committees, City officials, and department personnel to minimize expenses yet maintain the services of the City of Eureka. This is appreciated by the citizens of Eureka. The budget is balanced with total projected revenues greater than expenses after expenses covered by bonds are removed. The General Fund is within one-third of a percent of balance. The Budget Committee recommends not eliminating any other items. The public hearing on this proposed budget will be held at 7:00 p.m. on Monday, April 17. The final budget will be approved at the Council meeting on April 17. On April 18 the budget will be published in pamphlet form. On April 28 the budget is filed with the County Clerk. It was moved by Chambliss, second by Weidner, to consider the Budget Committee’s Ordinance 06-05 City of Eureka’s proposed Operating Budget for Fiscal Year 2006-2007 totaling $3,998,729. Passed on roll call vote with Meares, Hangartner, Weidner, Hinnen, V. Punke, Eckert, Chambliss, and Waters all voting Aye.
Moved by Meares, second by Hinnen, to consider Ordinance 06-06 Uniform Allowance and Approved Purchases from the Administration and Personnel Committee. This ordinance regulates the purchase and reimbursement for qualifying items to be purchased for uniforms. Discussion was held on types of clothing allowed for City employees. The motion passed on roll call vote with Meares, Hinnen, Hangartner, Weidner, V. Punke, Eckert, Chambliss, and Waters all voting Aye
Moved by Meares, second by Hangartner, to consider Mayor Punke’s proclamation P-06-01 proclaiming April Child Abuse Prevention Month in the City of Eureka. Passed on roll call vote with Meares, Hangartner, Weidner, Hinnen, V. Punke, Eckert, Chambliss, and Waters all voting Aye.
Discussion was held on contracting the maintenance of the Eureka Lake park grounds. Mayor Punke presented figures of the hours worked by part-time summer employees and the wages paid for mowing only. A discussion was held concerning the pros and cons of the feasibility of contracting this work. Meares made the motion, second by Eckert, that the Park Committee look at the cost of contracting mowing service for maintenance of the Eureka Lake Park. The motion passed on roll call vote with Meares, Eckert, Hangartner, Weidner, Hinnen, V. Punke, Chambliss, and Waters all voting Aye.
Committee Reports:
Chairman Chambliss of the Budget Committee: The Public Hearing for the proposed City of Eureka budget will be at 7:00 p.m. on Monday, April 17.
Chairman Meares of the Administration & Personnel Committee: The City employees petitioned the Union to represent them. We are awaiting work from Springfield.
Chairman Waters of the Public Safety Committee: The applicants for police officer will be interviewed starting Saturday, April 8, and continue through Tuesday, April 11. There are 54 applicants for one opening; 36 have scheduled interviews to date.
Chairman Eckert of the Park and Recreation Committee: A meeting concerning the skate board park will be held on Thursday, April 13, at 7:00 p.m. at Hearthouse. They have requested Mayor Punke, Jim Lehman, and Anne to attend.
Chairman Mayor Punke of the Liquor Committee: The Mayor reported that Casey’s and Huck’s are now selling alcohol. Rosie went to Springfield to get her State license. There have been three minor violations of the regulations. A letter will be sent to each concerning these violations.
