The Eureka City Council convened in regular session at the City Building on July 17, 2006 at 7:30 p.m. Mayor Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Aldermen present were Waters, Meares, Hangartner, Weidner, Hinnen, V. Punke, Eckert, and Chambliss. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; and Anne Sandvik, Acting City Administrator.
Moved by Meares, second by Hangartner, to approve the minutes of the July 6, 2006, special meeting of the City Council. Passed on roll call vote with Meares, Hangartner, Waters, Weidner, Hinnen, V. Punke, Eckert, and Chambliss all voting Aye.
The Mayor asked for public comments on any action to be taken on agenda items. There were none.
Moved by Weidner, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $116,614.94. Mayor Punke asked for further explanation on two Park Committee bills. Anne will check on these amounts. Passed on roll call vote with Weidner, V. Punke, Waters, Meares, Hangartner, Hinnen, Eckert, and Chambliss all voting Aye.
Moved by Hinnen, second by Meares, to accept the Treasurer’s Report as presented for the month ending June 30, 2006. Passed on roll call vote with Hinnen, Meares, Waters, Hangartner, Weidner, V. Punke, Eckert, and Chambliss all voting Aye.
Moved by Hinnen, second by Chambliss, to consider approval of the Aikman Acres Subdivision including water/sewer and streets but contingent on the installation of the developer’s portion of the sidewalk prior to any building permits being issued. Anne explained why the engineers had to run tests and check the sidewalks, streets, storm sewer, manholes, etc. Passed on roll call vote with Hinnen, Chambliss, Waters, Meares, Hangartner, Weidner, V. Punke, and Eckert all voting Aye. The City is still one of three parties in the water main dispute on two lots in Aikman Acres.
Committee Reports:
Chairman Weidner of the Enterprise Committee: Tonight committee members were given a letter from the College and our response concerning the water/sewer project.
Chairman Waters of the Public Safety Committee: Chief Misener reported that our new officer, April Williamson, passed her State test and will start full-time work on Sunday, July 23. The new squad car is being used. It was detailed locally by Michael White of White House Artist. There is a new type of light bar on this car. The second car is coming next week. The old squad car is cleaned up and almost ready for Jim Lehman.
Chairman Mayor Punke of the Liquor Commission: This commission met this evening before Council and amended the Municipal Liquor Code to create a policy for separation from service of an applying manager from a licensed corporation. This was due to a problem when Casey’s manager left and the background checks had been done on that person. This will come before the Council at the next meeting.
New Business: There was none.
Public Comments: Mary Hutson asked what happens to the letters received from people in the community about the nice, well-maintained park we have. Mayor Punke explained that the letters are duplicated and given to each alderman then read at the proper committee meeting. Mary is concerned that no response is made to those sending the letters.
Mary also asked how the Park personnel’s work is scheduled. Mayor Punke explained that Anne works for the Council and the Mayor. Decisions are made by the Park Committee then brought to the Council for approval or for information. Jim Lehman, Director of Public Works, carries out the day-to-day work schedules. Anne, the Committee, and the Mayor may make suggestions to Jim.
There being no further business to come before the Council the meeting adjourned at 7:55 p.m.
