MINUTES OF THE EUREKA CITY COUNCIL MEETING
August 21, 2006

The Eureka City Council convened in regular session at the City Building on August 21, 2006 at

7:35 p.m.  Mayor Punke called the meeting to order and led in The Pledge of Allegiance and then directed the Deputy City Clerk to call the roll.  Present were Alderman Hangartner, Weidner, Hinnen, V. Punke, Eckert, Chambliss and Waters. Alderman Meares was absent. Also in attendance were Senator Risinger, Representative Leitch, J.J. Davis, Deputy City Clerk; and Anne Sandvik, Administrator.

Moved by Chambliss, second by Waters to approve the minutes of the August 7, 2006, regular meeting of the City Council as amended with the change in the sixth paragraph where it says profit, substitute revenues over expenses. Passed on roll call vote with Chambliss, Waters, Hangartner, Weidner, Hinnen, V. Punke, and Eckert, all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda Items. There were none.

Moved by Weidner, second by Hangartner to approve and pay the bills as the City’s obligation in the amount of $38,203.35.  Passed on roll call vote with Weidner, Hangartner, Hinnen, V. Punke, Eckert, Chambliss, and Waters, all voting Aye.

Moved by Chambliss, second by Hinnen, to accept the Treasurer’s Report as presented for the month ending July 31, 2006. Passed on roll call vote with Chambliss, Hinnen, Hangartner, Weidner, V. Punke, Eckert, and Waters, all voting Aye.

Moved by Waters, second by Weidner to consider Resolution R-06-06 requesting a permit from IDOT for the closure of Route 117 to allow the Eureka High School Homecoming Parade to cross on September 29, 2006. Passed on roll call vote with Waters, Weidner, Hangartner, Hinnen, V. Punke, Eckert, and Chambliss, all voting Aye.

Moved by Waters, second by V. Punke to consider Resolution R-06-07 requesting a permit from IDOT for the closure of Route 117 to allow the Eureka College Homecoming Parade to cross on October 14, 2006.   Passed on roll call vote with Waters, V. Punke, Hangartner, Weidner, Hinnen, Eckert and Chambliss, all voting Aye.

Moved by Hangartner, second by Hinnen to consider Resolution R-06-08 requesting to eliminate the separate fund accounting for Audit, IMRF/SS/MED, and Liability Fund and move the revenues and expenses to General Fund.  Passed on roll call vote with Hangartner, Hinnen, Weidner, V. Punke, Eckert, Chambliss and Waters, all voting Aye.

Moved by Chambliss, second by V. Punke to authorize the transfer of $50,000 from the General Fund to the Police Pension Reserve that was budgeted in Fiscal Year 06-07.  Passed on roll call vote with Chambliss, V. Punke, Hangartner, Weidner, Hinnen, Eckert, and Waters, all voting Aye. 

Committee Reports:

Chairman Weidner of the Enterprise Committee:  The Enterprise Committee met last week and another meeting will have to be scheduled because there are some unresolved issues.

Chairman Chambliss of the Maintenance Committee:  Chairman Chambliss just wanted to let the members of the City Council know that the sidewalk in front of the Maintenance storage shed was complete and complimented the City Crew on the great job they did.

Chairman Waters of the Public Safety Committee: The meeting that was scheduled for Wednesday, August 23rd at 4:30 has been cancelled and will be at a later date. 

Chief Misener reported that the traffic is slowing down in Eureka and people are more aware of the speed they are going because of the new speed trailer. There have been positive comments about the speed trailer according to Chief Misener.

Chairman Eckert of the Park & Recreation Committee:  There is a meeting scheduled for Monday, August 28, 2006 at 6:30 p.m. with discussion concerning the use of the Pak grounds.

New Business:  The Eureka College Freshman were out at the park on Monday, August 21, 2006 to do some projects for the City: The Freshman painted garbage cans, pavilions, stained picnic tables, cleaned trails and cleared brush at the Middle School.

Also, Reagan Fest is Saturday, August 26, 2006 from 7:00 a.m. – 4:00 p.m. There will be 75 different booths. There will be entertainment and the inflatables for the kids will be down at Davenport school. Also, the Sportsman’s Club breakfast will be from 7:00 – 10:30 a.m.

There being no further business to come before the Council the meeting adjourned at 7:55 p.m.
