The Eureka City Council convened in regular session at the City Building on October 2, 2006 at 7:30 p.m. Mayor Punke called the meeting to order and led The Pledge of Allegiance and then directed the Deputy City Clerk to call the roll. Present were Aldermen V. Punke, Eckert, Chambliss, Waters, Meares, Hangartner, Weidner and Hinnen. Also in attendance were Jennifer Davis, Deputy City Clerk; and Anne Sandvik, Acting City Administrator.
Moved by Meares, second by Hinnen, to approve the minutes of the September 18, 2006, meeting of the City Council. Passed on roll call vote with Meares, Hinnen, V. Punke, Eckert, Chambliss, Waters, Hangartner, and Weidner all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda Items. There were none.
Moved by Weidner, second by Punke, to approve and pay the bills as the City’s obligation in the amount of $28532.11. Passed on roll call vote with Weidner, V. Punke, Eckert, Chambliss, Waters, Meares, Hangartner, and Hinnen all voting Aye.
Moved by Chambliss, second by Weidner, to consider the recommendation from the Budget Committee to approve Ordinance 06-15- An Ordinance abating a part of the levy and extension of taxes for 2006, established to pay General Obligation Bonds issued in 2003. Passed on roll call vote with Chambliss, Weidner, V. Punke, Eckert, Waters, Meares, Hangartner, and Hinnen all voting Aye.
Moved by Chambliss, second by Meares, to consider the recommendation from the Budget Committee to approve Ordinance 06-16- An Ordinance abating a part of the levy and extension of taxes for 2006, established to pay General Obligation Bonds issued in 2005. Passed on roll call vote with Chambliss, Meares, V. Punke, Eckert, Waters, Hangartner, Weidner, and Hinnen all voting Aye.
Moved by Meares, second by Hangartner, to consider the Mayor’s proclamation P-06-04 proclaiming October 9th as The 150th Anniversary of Lincoln’s Visit to Eureka College. Passed on roll call vote with Meares, Hangartner, V. Punke, Eckert, Chambliss, Waters, Weidner, and Hinnen all voting Aye.
Moved by Chambliss, second by Hinnen, to consider the recommendation from the Maintenance Committee to purchase one 9 foot Super Duty Boss Plow from Blunier Implement for $3457.00. Passed on roll call vote with Chambliss, Hinnen, V. Punke, Eckert, Waters, Meares, Hangartner, and Weidner, all voting Aye.
Moved by Chambliss, second by V. Punke, to consider the recommendation from the Maintenance Committee to purchase the body for the 2007 F350 Truck for $17659.00. Passed on roll call vote with Chambliss, V. Punke, Eckert, Waters, Meares, Hangartner, Weidner, and Hinnen all voting Aye.
Moved by Chambliss, second by Hinnen, to consider the recommendation from the Maintenance Committee to purchase an 11 foot snow plow from Koenig for $9,820.00. Passed on roll call vote with Chambliss, Hinnen, V. Punke, Eckert, Waters, Meares, Hangartner, and Weidner all voting Aye.
Moved by Hinnen, second by Hangartner, to consider the recommendation from the Planning Commission to approve Ordinance 06-17 –An Ordinance amending the Subdivision Code with the change in Typical Street Sections for Industrial Streets to conform to IDOT Standards. Passed on roll call vote with Hinnen, Hangartner, V. Punke, Eckert, Chambliss, Waters, Meares, and Weidner all voting Aye.
Committee Reports:
Chairman Chambliss of the Budget Committee: Chairman Chambliss announced that the Budget committee met on September 25, 2006 and reviewed the abatement of the taxes and are also reviewing the tax levy for taxes to be collected in 2007. This discussion will be continued.
Chairman Meares of the Administration & Personnel Committee: No Report
Chairman Weidner of the Enterprise Committee: Chairman Weidner announced that the Bid opening for the CDAP water projects will be October 12th.
Chairman Chambliss of the Maintenance Committee: Chairman Chambliss announced that all was taken care of tonight with the OK to purchase equipment and to remind the public that leaf pick-up will start October 16th and residents should put leaves on the paved portion of the street, not to impede traffic to much. Residents on Main and Center Streets need to rake just to the curb and the City crew will get them as the weather permits.
Chairman Waters of the Public Safety Committee: No Report
Chairman Eckert of the Park and Recreation Committee: No Report
Chairman Hinnen of the Economic Development and Tourism Committee: Chairman Hinnen announced that there is going to be a meeting on October 9, 2006 at 6:30 p.m. to discuss the grant for the Cornerstone restaurant.
Chairman Mayor Punke of the Liquor Committee: Mayor Punke announced that another liquor application was picked up. Holiday BP picked up an application since the church moved out to the Middle School.
