MINUTES OF THE EUREKA CITY COUNCIL MEETING
October 16, 2006

The Eureka City Council convened in regular session at the City Building on October 16, 2006 at 7:30 p.m. Mayor Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Eckert, Chambliss, Waters, Meares, Hangartner, Weidner, Hinnen, and V. Punke. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; and Anne Sandvik, Acting City Administrator.

Moved by Meares, second by Chambliss, to approve the minutes of the October 2, 2006, regular meeting of the City Council. Passed on roll call vote with Meares, Chambliss, Eckert, Waters, Hangartner, Weidner, Hinnen, and V. Punke all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda Items. There were none.

Moved by Weidner, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $41,976.38.  Passed on roll call vote with Weidner, V. Punke Eckert, Chambliss, Waters, Meares, Hangartner, and Hinnen all voting Aye.

Moved by Hinnen, second by Eckert, to accept the Treasurer’s Report as presented for the month ending September 30, 2006. Passed on roll call vote with Hinnen, Eckert, Chambliss, Waters, Meares, Hangartner, Weidner, and V. Punke all voting Aye.

The Enterprise Committee met this evening before Council to recommend the low bidders for the Water CDAP Grant projects and miscellaneous water projects under the Bond contingent on all the paper work being filed. Jim Cummings from the CDAP office was in attendance and explained to the Council that we will have a release of funds when environmental issues are satisfied. He just found out today that this letter of clearance dated tomorrow, October 17, will be sent thereby releasing the funds.

Moved by Weidner, second by Waters, the intent to award to Hoerr Construction the bid totaling $213,860.50 for the CDAP water project on Darst, James, Vennum, Campus, and Creamery Streets. Passsed on roll call vote with Weidner, Waters, Eckert, Chambliss, Meares, Hangartner, Hinnen, and V. Punke all voting Aye.

Moved by Weidner, second by Waters, the intent to award to Walker Excavating the bid totaling $171,058.79 for the CDAP water project on Eureka and South Callendar Streets. Passsed on roll call vote with Weidner, Waters, Eckert, Chambliss, Meares, Hangartner, Hinnen, and V. Punke all voting Aye.

Moved by Weidner, second by Chambliss, that Mayor Punke will have the power to execute the CDAP contracts when the funds are released. Passsed on roll call vote with Weidner, Chambliss, Waters, Eckert, Meares, Hangartner, Hinnen, and V. Punke all voting Aye.

Moved by Weidner, second by Meares, to award to Feazel Excavating the bid totaling $122,739.00 for the non-CDAP water project on North Callendar, Oak, and Keller Streets. Passsed on roll call vote with Weidner, Meares, Waters, Eckert, Chambliss, Hangartner, Hinnen, and V. Punke all voting Aye.

Moved by Chambliss, second by Weidner, to consider the Budget Committee’s recommendation to approve Resolution R-06-09 updating the 1988 purchasing policy for the City. The Resolution authorizes the City Administrator to make expenditures of up to $1,000 and each Council Committee to make expenditures of up to $2,000. It further states that all expenditures exceeding $2,000 must be approved by a majority vote of the Council. Purchases of small tools of up to $50 may be made on an “as needed” basis.  Passed on roll call vote with Chambliss, Weidner, Eckert, Waters, Meares, Hangartner, Hinnen, and V. Punke all voting Aye.

Moved by Hinnen, second by Hangartner, to approve Mayor Punke’s recommendation to set the hours for trick or treating in observance of Halloween as between the hours of 5:00 and 8:00 p.m. on Tuesday, October 31.  Passed on roll call vote with Hinnen, Hangartner, Eckert, Chambliss, Waters, Meares, Weidner, and V. Punke all voting Aye.

Committee Reports:

Chairman Chambliss of the Maintenance Committee: Two trees will be cut down; one on S. Myers and Eureka Streets and one on Henry and E. Cruger Streets.

Chairman Waters of the Public Safety Committee: Chief noted that in the article in the Peoria Journal Star concerning racial profiling of Police Departments in area towns when writing tickets Eureka looked very good. The storm siren at the Apostolic Christian Home has not been functioning. It was fixed but still has intermittent problems so will be checked again the first of November.

Chairman Eckert of the Park and Recreation Committee: The next meeting is October 30 at 6:30 p.m. After the first of November the committee will start to meet with the JFL and Soccer Committee to work out next year’s practice areas. The committee will also start meeting with the Park District Committee.

Chairman Hinnen Economic Development and Tourism Committee:  IDOT started construction of the turn lane on Rt. 24 for the West Side Business Park today. New trees have been planted in the downtown area. A few more are to be planted.

New Business: Eureka Community Hospital will host a disaster drill on Thursday, October 26, at 6:30 p.m.

There being no further business to come before the Council the meeting adjourned at 7:52 p.m.
