MINUTES OF THE EUREKA CITY COUNCIL MEETING
November 27, 2006 - 6:15 p.m.

Special Eureka City Council Meeting 

The Eureka City Council convened in a special session at the City Building on November 27, 2006 at 6:15 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Chambliss, Waters, Meares, Hangartner, Weidner, Hinnen, V. Punke, and Eckert. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Jim Lehman, Director of Public Works, and Anne Sandvik, Acting City Administrator. Tony Dowiatt, City Engineer was present. 

Item #1 on the agenda: Consideration of installing curbing on the west side of the 200 block of North Callendar. Tony stated that when the area was excavated for the new water main they noticed the poor condition, no gravel as base, no curb and gutter system on the west side, only parking blocks. Jim Lehman contacted Jim Chambliss, Maintenance Chair, and Mayor Punke. Tony was asked to determine the cost to resurface this 200 block of Callendar installing curbs on the west side. If surface of that block is not put down by water main contractor, there is a savings of 8,000 on the water main project contract. Tony suggests that a new base be installed—through the water line project contractor (the firm is not a street repair contractor), Motor Fuel Tax funds, or other source. This decision must be made now because the contractor is ready to do the repair to the street from installing the water line. The east side of the street has curbing. This work will be done in the spring rather than now due to the impending weather. Tony recommends that a street repair contractor do the work. Tony’s estimate is $17,400. With the $8,000 taken off of the water line contract we will pay an additional $9,400—an estimate of Tony’s. There will be funds left in the maintenance budget and/or Motor Fuel Tax money will be used.. This will come out of the 2006 budget.

Chambliss moved, Weidner second, city accept an $8,000 credit from contract work for the water line replacement that is designated for repair of North Callendar Street between Court Street and Mill Street (the 200 block), provide modern curb on the west side of the block from Maintenance funds at the projected additional cost of $9,400, and use Motor Fuel Tax funds to repair and maintain the street from the water line cut to the new curb with bituminous concrete. Passed on roll call vote with Chambliss, Weidner, Waters, Meares, Hangartner, Hinnen, V. Punke, and Eckert all voting Aye.

Item #2: Tax levy of 2.5% for the 2007 budget. Budget Chair Chambliss indicated that costs go up, citizens do not want a tax hike, and it is our job to determine the rate that is reasonable for both the short and long term. The increase of 2.5% over the 2006 tax levy is recommended by the Budget Committee. This amount will not increase the amount a homeowner pays over the 2006 figure.

Chambliss moved, Hinnen second, to adopt Ordinance #06-14 lcvying taxes for the City of Eureka for 2007 in the amount of $282,667, an increase of 2.5% over the 2006 year for an increase of $7,067. Passed on roll call vote with Chambliss, Hinnen, Waters, Meares, Hangartner, Weidner, V. Punke, and Eckert all voting Aye.

The meeting adjourned at 6:35.
