MINUTES OF THE EUREKA CITY COUNCIL MEETING
May 7, 2007

The Eureka City Council convened in regular session at the City Building on May 7, 2007, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Hangartner, Weidner, Hinnen, V. Punke, Eckert, Chambliss, and Waters. Alderman Meares was absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.

Moved by Hinnen, second by V. Punke, to approve the minutes of the April 16, 2007, regular meeting of the City Council. Passed on roll call vote with Hinnen, V. Punke, Hangartner, Weidner, Eckert, Chambliss, and Waters all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

Moved by Weidner, second by V. Punke, to approve and pay the bills for expenses of the City’s obligation in the amount of $131,529.06 accrued prior to April 30, 2007 and back date the checks to April 30 to keep the expenses in Fiscal Year 06-07. Passed on roll call vote with Weidner, V. Punke, Hangartner, Hinnen, Eckert, Chambliss, and Waters all voting Aye.

Moved by Weidner, second by Hangartner, to approve and pay the bills for expenses of the City’s obligation in the amount of $21,097.74 accrued after May 1, 2007. Passed on roll call vote with Weidner, Hangartner, Hinnen, V. Punke, Eckert, Chambliss, and Waters all voting Aye. 

Moved by Chambliss, second by Hinnen, to approve the recommendation of the Maintenance Committee to hire Kevin Kalmer to fill a vacated full-time position in the Maintenance Department. A number of good candidates were interviewed. Passed on roll call vote with Chambliss, Hinnen, Hangartner, Weidner, V. Punke, Eckert, and Waters all voting Aye.

Committee Reports:

Chairman Chambliss of the Budget Committee: No report.

Chairman Meares of the Administration and Personnel Committee: No report. 

Chairman Weidner of the Enterprise Committee: No report.

Chairman Chambliss of the Maintenance Committee: No report from this committee. Chambliss announced that he is resigning as a Ward III Alderman effective at the end of this meeting.

Chairman Waters of the Public Safety Committee: Storm warning siren problems will go to the new committee

Chairman Eckert of the Park and Recreation Committee: No report.

Chairman Hinnen of the Economic Development Committee: No report.

Chairman Mayor Punke of the Liquor Committee:  All establishments with licenses have renewed for the coming year.

Chairman Meares of the Communications Committee: No report.

The Council recessed at 7:40 for the swearing in ceremony for newly elected officials. Moved by Hinnen, second by V. Punke, to recess. All voted Aye.

Plaques and gift certificates were presented to the Aldermen who are finishing their terms: Michael Hangartner, Ward III; Tom Eckert, Ward IV; and Tom Weidner, Ward I.

Milt Hinnen, Ward I; Steve Kupfer, Ward II; Bob Prather, Ward III; and Diane Hinthorne, Ward IV were sworn in as new Council members by Mayor Punke.

Mayor Punke directed the City Clerk to call the roll. Present were Aldermen Waters, V. Punke, Kupfer, Prather, Hinnen, and Hinthorne. Alderman Meares was absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator, Jim Lehman, Public Works Director; and Chief Al Misener. 

Moved by Hinnen, second by Waters, to reconvene the Council meeting. All voted Aye.

The Council meeting reconvened at 7:52. The question was asked about replacing Jim Chambliss. Someone will have to be appointed for the rest of his term. Mayor Punke will be working on this.

The Mayor asked for public comments on any action to be taken on New Business items. There were none.

Moved by V. Punke, second by Hinthorne, to approve the Mayor’s appointment of Marilyn Walter as City Clerk to serve from May 7, 2007 to the next consolidated election in April of 2009. Passed on roll call vote with V. Punke, Hinthorne, Waters, Kupfer, Prather, and Hinnen all voting Aye. 

Marilyn Walter was sworn in as City Clerk of Eureka by Mayor Scott Punke.

Moved by Hinnen, second by Prather, to approve the Mayor’s appointment of Jennifer Davis as Deputy City Clerk to serve from May 7, 2007 to the next consolidated election in April of 2009. Passed on roll call vote with Hinnen, Prather, Waters, V. Punke, Kupfer, and Hinthorne all voting Aye. 

Jennifer Davis was sworn in a Deputy City Clerk of Eureka by Marilyn Walter, City Clerk.

Moved by Hinnen, second by V. Punke, to approve the Mayor’s appointment of Rich Waters as Budget Officer to serve from May 7, 2007 to the next consolidated election in April of 2009. Passed on roll call vote with Hinnen, V. Punke, Waters, Kupfer, Prather, and Hinthorne all voting Aye.

Rich Waters was sworn in as Budget Officer for the City of Eureka by Marilyn Walter, City Clerk.

Moved by Kupfer, second by Waters, to approve the Mayor’s Proclamation P-07-03 proclaiming May 25th and May 26th as Poppy Days in Eureka. Passed on roll call vote with all voting Aye. 

Moved by Waters, second by Hinnen, to approve the Mayor’s Proclamation P-07-04 proclaiming May 13th to May 19th as “Police Week” and May 15th as “Peace Officer’s Memorial Day” honoring those officers who have made the ultimate sacrifice in service to their community. Passed on roll call vote with Waters, Hinnen, V. Punke, Kupfer, Prather, and Hinthorne all voting Aye.

Mr. Carl Guerry had a request from Images:126 Salon to use the City Parking Lot on Callendar and Eureka Streets on October 20, 2007, for a “Teen Car Show on the agenda. He, however, noted that he had been talking to the Eureka High School Principal and may be able to use the high school parking lot.

Mayor Punke distributed his standing committee appointments. (see attached listing)

New Business: Mrs. Virginia Mushon Reimann asked about her water/sewer bill being too high on their fixed income. She wants some help to see if there is something that can be done. She was asked to talk to her aldermen—Hinthorne and Meares. Also Mayor Punke indicated he would see that her situation is clarified. The minimum for 2000 gallons and sewer is $18.06 as of May 1.

There being no further business to come before the Council the meeting adjourned at 8:18 p.m.
