MINUTES OF THE EUREKA CITY COUNCIL MEETING
May 14, 2007

The Eureka City Council convened in regular session at the City Building on May 21, 2007, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Waters, V. Punke, Kupfer, Hinnen, Hinthorne and Prather. Alderman Meares was absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; and Anne Sandvik, City Administrator.

Moved by Hinnen, second by V. Punke, to approve the minutes of the May 7, 2007, regular meeting of the City Council. Passed on roll call vote with Hinnen, V. Punke, Waters, Kupfer, Hinthorne, and Prather all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

Moved by Waters, second by Hinnen, to approve and pay the bills as the City’s obligation in the amount of $56,594.46. Passed on roll call vote with Waters, Hinnen, V. Punke, Kupfer, Hinthorne, and Prather all voting Aye.

Moved by V. Punke, second by Hinthorne, to accept the Treasurer’s Report as presented for the month ending April 30, 2007. Passed on roll call vote with V. Punke, Hinthorne, Waters, Kupfer, Hinnen, and Prather all voting Aye.

Moved by Waters, second by V. Punke, to approve the recommendation from the Planning Commission for the zoning change for the property at 305 S. Hilldale from R-1 (Single Family Residential) to R-2 (Multi-Family Residential). This property was purchased by the school and the change will keep the zoning consistent with the other school property. Passed on roll call vote with Waters, V. Punke, Kupfer, Hinnen, Hinthorne, and Prather all voting Aye. 

Moved by Hinnen, second byPrather, to approve the Mayor’s Proclamation 07-05 proclaiming the month of June as “2007 Relay for Life in Eureka.” Passed on roll call vote with Hinnen, Prather, Waters, V. Punke, Kupfer, and Hinthorne all voting Aye.

Moved by V. Punke, second by Hinnen, to approve the recommendation from the Public Safety Committee to purchase a ten-cell siren with battery backup in an amount not to exceed $32,000 which includes installation. This is to be placed in the Lakeview area to cover a 5,200 foot radius which would include Reagan Drive, 4-H Park Road, Lakeview Subdivisions, etc. After some discussion, the motion passed on roll call vote with V. Punke, Hinnen, Waters, Kupfer, Hinthorne, and Prather all voting Aye.

Moved by Waters, second by Kupfer, to approve the Ordinance #07-07 establishing the prevailing wage rate for the City on any wages paid under contracts for public works and workers engaged in construction of public works under the jurisdiction of the City of Eureka. Passed on roll call vote with Waters, Kupfer, V. Punke, Hinnen, Hinthorne, and Prather all voting Aye.

Committee Reports:

Chairman Waters of the Budget Committee: Waters pointed out for the new aldermen that the Contingency Fund has $50,000 in it for this budget year. We just spent up to $32,000 of it on the siren.

Chairman Hinnen of the Enterprise Committee:  No report

Chairman Waters of the Maintenance Committee:  No report

Chairman V. Punke of the Public Safety Committee: No repor 

Chairman Hinnen of the Park and Recreation Committee: No report

Chairman Kupfer of the Economic Development Committee: Kupfer asked about getting a motel in Eureka. Anne stated that she has tried to do that. The problem is that the motel developers need to have so many rooms filled each night to survive, and we can’t guarantee that.

Chairman Mayor Punke of the Liquor Committee:  No report

Chair Hinthorne of the Communications Committee: A meeting is scheduled for May 30 at 5:30 p.m.

New Business: Kupfer asked about a grievance from the Union and wanted more information. He was instructed to talk to the Union representative.

Treasurer Lynn Hinnen noted that $75,000 for the Police Pension Fund has been added to the CD at Goodfield Bank

Public Comments: None

There being no further business to come before the Council the meeting adjourned at 7:58 p.m.
