MINUTES OF THE EUREKA CITY COUNCIL MEETING
August 20, 2007
The Eureka City Council convened in regular session at the City Building on August 20, 2007, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Hinthorne, Waters, V. Punke, Kupfer, Zeltwanger, and Meares. Alderman Hinnen and Prather were absent. Also in attendance were Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.
Moved by Meares, second by Kupfer, to approve the minutes of the August 6, 2007, regular meeting of the City Council. Passed on roll call vote with Meares, Kupfer, Hinthorne, Waters, V. Punke, and Zeltwanger all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $38,225.07. Passed on roll call vote with Waters, V. Punke, Hinthorne, Kupfer, Zeltwanger, and Meares all voting Aye.
Moved by Meares, second by Zeltwanger, to accept the Treasurer’s Report as presented for the month ending July 31, 2007. Passed on roll call vote with Meares, Zeltwanger, Hinthorne, Waters, V. Punke, and Kupfer all voting Aye.
Moved by Meares, second by V. Punke, to approve the Mayor’s appointment of Stan Wertz to serve on the Planning Commission from May 1, 2007 through April 30, 2012. Passed on roll call vote with Meares, V. Punke, Hinthorne, Waters, Kupfer, and Zeltwanger all voting Aye.
Moved by Meares, second by V. Punke, to approve the Mayor’s appointment of Mick Simenc to serve on the Planning Commission from May 1, 2007 through April 30, 2012. Passed on roll call vote with Meares, V. Punke, Hinthorne, Waters, Kupfer, and Zeltwanger all voting Aye.
Moved by Meares, second by V. Punke, to approve Ordinance 07-09 as recommended by the Liquor Commission. This Ordinance amends the Eureka Liquor Ordinance Chapter 5.11 by adding Section 5.11.240 Books and Records Available for Investigation and Control. This sets up a process for reporting food and liquor sales for licensed restaurants. All information from the reports will be kept confidential. Passed on roll call vote with Meares, V. Punke, Hinthorne, Waters, Kupfer, and Zeltwanger all voting Aye.
Moved by V. Punke, second by Meares, to approve Ordinance 07-10 as recommended by the Liquor Commission. This Ordinance amends Section 5.11.280 by adding Attachment D—Model Policy and Guidelines for Alcohol and Tobacco Compliance Checks. Passed on roll call vote with V. Punke, Meares, Hinthorne, Waters, Kupfer, and Zeltwanger all voting Aye. This model is provided by the State of Illinois.
Moved by Meares, second by Kupfer, to approve Ordinance 07-11 as recommended by the Liquor Commission. This Ordinance adds Section 5.11.430 to Chapter 5.11. Section 5.11 430 requires each liquor license holder, except Class G (one-day license), to participate in the STEPS (Safety Training to Encourage Profitable Services) program presented by BASSET (Beverage Alcohol Sellers and Servers Education and Training) from the State of Illinois. Passed on roll call vote with Meares, Kupfer, Hinthorne, Waters, V. Punke, and Zeltwanger all voting Aye. This ordinance helps to protect a business from underage sales. One person from the business will need to go through this training when it is offered in our area.
Moved by V. Punke, second by Meares, to approve Resolution R-07-08 requesting IDOT to allow the closure of State Highway 117 for the Eureka High School Homecoming Parade on September 21, 2007 and Resolution R-07-09 requesting the same for the Eureka College Homecoming Parade on October 27, 2007. Passed on roll call vote with V. Punke, Meares, Hinthorne, Waters, Kupfer, and Zeltwanger all voting Aye.
Moved by Meares, second by Hinthorne, to approve the Petition of Annexation of Park Ground located west of Sunnylane and north of the Lower Park walking bridge—approximately 11.5 acres. Passed on roll call vote with Meares, Hinthorne, Waters, V. Punke, Kupfer, and Zeltwanger all voting Aye. This land is owned by the City but was not annexed. The property was pinpointed when Anne and County officials were going over property in preparation for the 2010 census.
The Council members were reminded that since the first Monday of September is Labor Day, the next Council meeting is scheduled for Tuesday, September 4.
Committee Reports:
Chairman Waters of the Budget Committee: A note to all committee chairs: Each month about 8 percent of the budget is spent. Check your expenditures—should be at approximately 25 percent point now.
Chairman Meares of the Administration and Personnel Committee: Next meeting will be Wednesday, August 29, at 6:30 p.m.
Chairman Hinnen of the Enterprise Committee: Met tonight and approved a request by Glade Stutzman to move the water main on his property into the 10-foot City easement so he can build a garage. This will be at Mr. Stutzman’s expense.
Chairman Waters of the Maintenance Committee: All projects within the City are going well at this time. The leaf machine has been ordered. Paving will start August 27.
Chairman V. Punke of the Public Safety Committee: A new transformer has been ordered for the Lake Road siren. The new large siren should be here soon. It will replace three sirens.
Chairman Hinnen of the Park and Recreation Committee: No report
Chairman Kupfer of the Economic Development Committee: Plans are being discussed for the City’s sesquicentennial. A committee of interested citizens is being formed.
Chairman Mayor Punke of the Liquor Commission: Met and recommended the Ordinances approved tonight.
Chair Hinthorne of the Communications Committee: Channel 13 will have announcements of the dates of City Council meetings. The pamphlet has been completed for the Eureka Youth Recreation Association and will soon be distributed.

There being no further business to come before the Council the meeting adjourned at 8:07 p.m.
