MINUTES OF THE EUREKA CITY COUNCIL MEETING
September 17, 2007
 

The Eureka City Council convened in regular session at the City Building on September 17, 2007, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the Deputy City Clerk to call the roll. Present were Aldermen Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne and Prather. Also in attendance were Lynn Hinnen, Treasurer; Jennifer (J.J.) Davis, Deputy City Clerk; Chief Al Misener; Jim Lehman, Director of Public Works; and Anne Sandvik, City Administrator.

 

Moved by Meares, second by Hinnen, to approve the minutes of the September 4, 2007, regular meeting of the City Council. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne and Prather all voting Aye.

 

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

 

Moved by Waters, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $75,022.30. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne and Prather all voting Aye.

 

Moved by Meares, second by Hinthorne, to accept the Treasurer’s Report as presented for the month ending August 31, 2007. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne and Prather all voting Aye.

 

Moved by Meares, second by Kupfer, to approve the Annexation Ordinance 07-12 annexing park ground (behind the organic farm at the end of Sunny Lane). A public hearing was held tonight at 7:00 before this meeting. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, and Prather all voting Aye.

 

Moved by Meares, second by Zeltwanger, to approve the Annexation Ordinance 07-13 annexing the parcel “Tract JD-1” at the Knolls owned by Craig Gerdes. A public hearing was held tonight at 7:00 before this meeting. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne and Prather all voting Aye.

 

Moved by Hinnen, second by Meares, to approve the recommendation from the Park Committee for the City’s participation in the Intergovernmental Agreement with Congerville and Goodfield to establish the position of Director of Recreational Programs. The proposed percent of participation for each community is 70 percent for Eureka and 15 percent for both Congerville and Goodfield. The approximate annual cost to the City will be $26,800. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Prather, Hinnen, Meares, and Hinthorne all voting Aye.

 

Moved by Meares, second by Prather, to approve Resolution R-07-10 “Safe Kids Walk This Way.” This is a resolution supporting the enforcement of the local and State laws in school zones. This resolution will be part of the City’s commitment to safety for our children and adults and will be included in the Grant application for the school zone flashing lights to be submitted by the Safe Kids Walk This Way Task Force. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne and Prather all voting Aye.

 

Moved by Kupfer, second by Meares, to approve Mayor’s Proclamation P-07-05 proclaiming the month of October 2007 as “Walk This Way for Safe Kids” month and October 3rd as “National Walk to School Day” in Eureka. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, and Prather all voting Aye.

 

Moved by Hinnen, second by Meares, to move into Executive Session pursuant to 5 ILCS 120/2(c) (5) for the purpose of discussing the purchase or lease of real property for use of the public body. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne and Prather all voting Aye.

 

Returning from Executive Session, all Council Members were present. Mayor Punke reported that the possible purchase of property on Bullock for a Park was discussed.

 

Moved by Meares, second by Waters, to enter into negotiations for the purchase of the land.  Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, and Prather all voting Aye.

 

Committee Reports:

 

Chairman Waters of the Budget Committee:  A meeting is planned for September 20th at 6:00 p.m. We received the sales tax report for 2006 and we received more sales tax in 2006 than the previous year.  We also received a rebate from Ameren Cilco of $6000.00 for the Sewer Plant.

 

Chairman Meares of the Administration and Personnel Committee: No report

 

Chairman Hinnen of the Enterprise Committee: All the water projects are completed and restoration is beginning.

 

Chairman Waters of the Maintenance Committee:  Road work has begun. They are beginning to mill on Gloria and N. Callender Streets.  The Leaf Machine is ordered and we are waiting for it to come in.

 

Chairman V. Punke of the Public Safety Committee:   A new 10 cell siren was installed with intercom the week of September 10th.  Several people reported that they heard the siren from various areas of town.  Also, the Crime Statistics came in from 2006.  There was a 28.8% decrease in crime in Eureka in 2006 compared to 2005.   

 

Chairman Hinnen of the Park and Recreation Committee:  No report

 

Chairman Kupfer of the Economic Development Committee:  The Sesquicentennial Committee met at Cornerstone Restaurant with 21 people in attendance.  It went very well and there have already been quite a few people that have already volunteered to Chair different committees.  A president was also chosen. Another meeting will be scheduled in October.

 

Chairman Mayor Punke of the Liquor Committee:  No Report

 

Chair Hinthorne of the Communications Committee: Cornerstone Restaurant does not like the pamphlet stand that was provided. The Committee will work on getting her one she likes.

 

New Business: None

 

Public Comments: None

 

There being no further business to come before the Council the meeting adjourned at 8:10 p.m.
