The Eureka City Council convened in regular session at the City Building on December 3, 2007, at
7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Hinthorne, Prather, Waters, V. Punke, Kupfer, and Hinnen. Aldermen Meares and Zeltwanger were absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Jim Lehman, Director of Public Works; Chief Al Misener; and Anne Sandvik, City Administrator.
Moved by Hnnen, second by Hinthorne, to approve the minutes of the November 19, 2007, regular meeting of the City Council. Passed on roll call vote with Hinnen, Hinthorne, Prather, Waters, V. Punke, and Kupfer all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by V. Punke, to approve and pay the bills for expenses of the City’s obligation in the amount of $116,520.27. Passed on roll call vote with Waters, V. Punke, Hinnen, Hinthorne, Prather, and Kupfer all voting Aye.
Moved by V. Punke, second by Kupfer, to approve the Mayor’s recommendation to hire Tammy Anderson as crossing guard to replace Robyn Nelson who has resigned. Passed on roll call vote with
V. Punke, Kupfer, Hinthorne, Prather, Waters, and Hinnen all voting Aye.
Moved by Waters, second by Hinnen, to approve Ordinance 07-19, an ordinance amending Title 15 – “Building and Construction,” Chapter 15.04 – Maintenance of Property. The Ordinance will authorize the City the right to go onto private property after proper notification to remove trash and any materials identified as a nuisance. Discussion of downspouts and sump pumps was held. If there is a hazard on the roads, this can be addressed on an “as needed” basis. After discussion, the motion was amended to remove the word “lumber” from #1 in section 15.010, in section 15.030, and in section 15.080. The word “not” was deleted from 15.070. The amended motion passed on roll call vote with Waters, Hinnen, Hinthorne, Prather, V. Punke, and Kupfer all voting Aye.
Committee Reports:
Chairman Waters of the Budget Committee: No report
Chairman Meares of the Administration and Personnel Committee: No report.
Chairman Hinnen of the Enterprise Committee: No report.
Chairman Waters of the Maintenance Committee: Leaf pickup is completed.
Chairman V. Punke of the Public Safety Committee: There was more vandalism at the park recently. A vehicle was driven up the dam. There was a break in at the concession stand with damage to the cash register and the Pepsi machine. The Mayor mentioned that we may need cameras in the Lower Park.
Chairman Hinnen of the Park and Recreation Committee: The survey is being distributed to the public concerning a municipal pool. The final results will be calculated at the end of the year.
Chairman Kupfer of the Economic Development Committee: No report.
Chairman Mayor Punke of the Liquor Committee: No report.
Chairperson Hinthorne of the Communications Committee: No report.
