MINUTES OF THE EUREKA CITY COUNCIL MEETING
December 17, 2007
 

The Eureka City Council convened in regular session at the City Building on December 17, 2007, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Hinthorne, Prather, Waters, V. Punke, Kupfer, and Zeltwanger. Aldermen Hinnen and Meares  were absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.

Moved by Kupfer, second by Hinthorne, to approve the minutes of the December 3, 2007, regular meeting of the City Council. Passed on roll call vote with Kupfer, Hinthorne, Prather, Waters, V. Punke, and Zeltwanger all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

Moved by Waters, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $78,255.94. Passed on roll call vote with Waters, V. Punke, Hinthorne, Prather, Kupfer, and Zeltwanger, all voting Aye. 

Moved by Waters, second by V. Punke, to accept the Treasurer’s Report as presented for the month ending November 30, 2007. Passed on roll call vote with Waters, V. Punke, Hinthorne, Prather, Kupfer, and Zeltwanger all voting Aye. 

Moved by Waters, second by Prather, to approve the contract with Roger Miller for garbage collection in Eureka. The contract includes a 50 cent increase per month due to Roger’s land fill and other fee increases. Passed on roll call vote with Waters, Prather, Hinthorne, V. Punke, Kupfer, and Zeltwanger all voting Aye. The Council appreciates the good work that Roger does for the City. 

Moved by Waters, second by Zeltwanger, to approve Resolution R – 07-12, a resolution to authorize the transfer of a parcel of land owned by the City of Eureka to Congerville, Eureka, Goodfield Unit #140 School District. This is a 1.29 acre triangular piece of property directly east of the Eureka Middle School. This transfer was approved at a prior Council meeting with the school paying all the cost for the survey, plat, deed, recording, etc. for the transfer. Passed on roll call vote with Waters, Zeltwanger, Hinthorne, Prather, V. Punke, and Kupfer all voting Aye.

Moved by V. Punke, second by Kupfer, to approve the Mayor’s Proclamation P-07-08 proclaiming the City’s support for the National Guard and Reserve Units of the Military . Passed on roll call vote with V. Punke, Kupfer, Hinthorne, Prather, Waters, and Zeltwanger all voting Aye.

Moved by Waters, second by Hinthorne, to approve the 2008 Pickup Schedule for brush, heavy appliances, and leaves with the addition of the 2009 Christmas tree pickup date. Discussion was held concerning brush on the parade route for the Fourth of July parade. The July 7 (first Monday date) will be changed to the second Monday, July 14, to try to solve this problem. Passed on roll call vote with Waters, Hinthorne, Prather, V. Punke, Kupfer, and Zeltwanger all voting Aye. 

Moved by V. Punke, second by Zeltwanger, to rescind the motion from the November 19, 2007, Council meeting “to list only those businesses on the City web site that are within the corporate limits and to apply a $25 yearly fee for all others within the Unit District 140 taxing district wanting to list their business on the City web site.” Passed on roll call vote with V. Punke, Zeltwanger, Hinthorne, Prather, Waters, and Kupfer all voting Aye. The Mayor suggested that a new motion could be to allow businesses within the Unit District 140 taxing district to be listed on the City web site without a fee, and the Economic Development Committee would have the authority to charge a fee of $25 for any business outside the Unit District 140 taxing district. This fee could be waived if the Committee saw fit. The Mayor indicated that he supported the Nov. 19 motion but was wrong. He apologized to Diane and Steve and both the Communications and Economic Development Committees for any inconveniences this may have caused. After discussion of this possible motion, Waters moved, second by Kupfer, to allow businesses within the 61530 zip code area to be listed on the City website without a fee, those businesses within the Unit 140 taxing district will be charged a yearly $25 fee to be listed. The Economic Development Committee will have the authority to ask the City Council to waive this fee if a business is contributing to the Eureka community. Passed on roll call vote with Waters, Kupfer, Hinthorne, Prather, V. Punke, and Zeltwanger all voting Aye. It was pointed out that the Eureka Business Association is reaching out to businesses bordering the city limits and are considering a new name of Eureka Area Business Association. 

Committee Reports:
Chairman Waters of the Budget Committee: Budget committee met tonight at 6:30. Each Chairman needs to schedule at least two meetings to hammer out their budget for the 08-09 year. This comes back to the Budget Committee in March 2008. Hopefully a preliminary budget for Fiscal Year 2008-2009 can be presented to the Council for consideration on April 7, 2008.

Chairman Meares of the Administration and Personnel Committee: Meares got home from hospital Friday and is doing well.

Chairman Hinnen of the Enterprise Committee: No report.

Chairman Waters of the Maintenance Committee: The City crews are doing snow removal now. All went well this weekend with the snow storm. We do have an ordinance against residents pushing or blowing snow into the street. Many residents told Council members that they appreciate the good work of the city workers

Chairman V. Punke of the Public Safety Committee: Fourteen tickets were written for cars on the street during the snow fall of over two inches.

Chairman Hinnen of the Park and Recreation Committee: No report

Chairman Kupfer of the Economic Development Committee: No repor 

Chairman Mayor Punke of the Liquor Committee: No report

Chair Hinthorne of the Communications Committee: She is working on categories of businesses for the website. She would like someone else to review this list. She has talked to EBA about donations for the Sesquicentennial.

New Business: None

Public Comments: None

There being no further business to come before the Council the meeting adjourned at 8:00 p.m.
