The Eureka City Council convened in regular session at the City Building on August 4, 2008, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen, Meares, Hinthorne, Waters, V. Punke, Kupfer, Zeltwanger, and Hinnen. Alderman Prather was absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Jim Lehman, Director of Public Works; Chief Al Misener; and Anne Sandvik, City Administrator.
Moved by Hinnen, second by Meares, to approve the minutes of the July 21, 2008, regular meeting of the City Council as amended. The first sentence says July 22 and it should be changed to read July 21. Passed on roll call vote with Hinnen, Meares, Hinthorne, Waters, V. Punke, Kupfer, and Zeltwanger all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by V. Punke, to approve and pay the bills for expenses of the City’s obligation in the amount of $44,136.46. Passed on roll call vote with Waters, V. Punke, Zeltwanger, Hinnen, Meares, Hinthorne, and Kupfer all voting Aye.
Aaron Phillips, Heinold-Banwart Accounting Firm, presented the Fiscal Year 07-08 audit. He gave each Council member an audited financial statement with comments and charts plus a management letter with internal controls. Aaron praised Anne and JJ for their great job of tracking things and keeping records and Lynn does a great job as Treasurer in getting the best return for the City’s money. He went through the income and expenses stating that we have “done really well overall.” Cash and investments are higher than any of the last five years. This reflects good management. Council members should review the financial statements on a monthly basis and ask questions. This is the way to be fiscally responsible. Waters, chair of the Budget Committee, is concerned that we are becoming more of a bedroom community and the amount of sales tax keeps going down though our portion of the state income tax is going up indicating our residents are employed.
Moved by Hinnen, second by Meares, to approve the recommendation from the Enterprise Committee to participate in the water main replacement along Highview Drive to serve eight (8) residents and one (1) business. The City will, with the approval of the annexation agreements, agree to pay the difference to upgrade the required four-inch water main to a six-inch (the minimum to install a fire hydrant), the installation of two fire hydrants, and one-half the cost of the engineering for an amount not to exceed $11,000. Passed on roll call vote with Hinnen, Meares, Hinthorne, Waters, V. Punke, Kupfer, and Zeltwanger all voting Aye.
Moved by Hinnen, second by Meares, to approve the annexation petitions and agreements from Mike Lockart, Dean Fetters, Kinyon Gorton, Steve Bravieri, and J & J Cleaners (Dennis Musick). All properties located on Highview Drive that are not currently annexed and will be participating in the water main replacement. Passed on roll call vote with Hinnen, Meares, Hinthorne, Waters, V. Punke, Kupfer, and Zeltwanger all voting Aye.
Committee Reports:
Chairman Waters of the Budget Committee: Waters thanked Anne, JJ, and Lynn for the work they do to control costs and Scott also thanked them for their great work for the City of Eureka.
Chairman Meares of the Administration and Personnel Committee: No report.
Chairman Hinnen of the Enterprise Committee: No report.
Chairman Waters of the Maintenance Committee: No report.
Chairman V. Punke of the Public Safety Committee: The next meeting will be at 6 p.m. on Thursday,
August 14.
Chairman Hinnen of the Park and Recreation Committee: The first public meeting for the municipal pool will be held on Thursday, September 4, at 6:30 p.m. at the Eureka Middle School
Chairman Kupfer of the Economic Development Committee: No report.
Chairman Mayor Punke of the Liquor Committee: No report.
Chairperson Hinthorne of the Communications Committee: There were 380 tickets sold for Chicken Dinner fund raiser for Sesquicentennial on August 1.
