The Eureka City Council convened in regular session at the City Building on August 18, 2008, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Hinthorne, Prather, Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, and Meares. Also in attendance were Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.
Moved by Hinnen, second by Kupfer, to approve the minutes of the August 4, 2008, regular meeting of the City Council. Passed on roll call vote with Hinnen, Kupfer, Hinthorne, Prather, Waters, V. Punke, Zeltwanger, and Meares all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by Meares, to approve and pay the bills as the City’s obligation in the amount of $36,857.43. Passed on roll call vote with Waters, Meares, Hinthorne, Prather, V. Punke, Kupfer, Zeltwanger and Hinnen and all voting Aye. Discussion was held on removal of trees from the storm on August 5.
Moved by Meares, second by Hinthorne, to accept the Treasurer’s Report as presented for the month ending July 31, 2008. Passed on roll call vote with Meares, Hinthorne, Prather, Waters, V. Punke, Kupfer, Zeltwanger and Hinnen and all voting Aye.
Moved by Hinnen, second by V. Punke, to Ordinances 08-06, 08-07, 08-08, 08-09, 08-10 annexing Mike Lockart, Dean Fetters, Kinyon Gorton, Steve Bravieri, and J & J Cleaners (Dennis Musick, owner). Passed on roll call vote with Hinnen, Hinthorne, V. Punke, Prather, Waters, Kupfer, Zeltwanger, and Meares all voting Aye.
Moved by Hinnen, second by V. Punke, to approve the annexation petition, agreement, and Ordinance 08-12 annexing the property located along Lake Road, to be the Lake Park Place subdivision owned by Louco, Inc (Tony and Matthew Dowiatt). The property originally had four lots with three entrances. This has been changed to two lots with two entrances. It has to be resubmitted to the Planning Commission. The City is just annexing the 2.86 acres. There was question as to what is being approved. Hinnen and V. Punke withdrew their motion and second.
Moved by Meares, second by Kupfer, to table the approval of this annexation petition, agreement, and Ordinance 08-12 until the Tuesday, September 2 City Council meeting. Passed on roll call vote with Meares, Kupfer, Hinthorne, Prather, Waters, V. Punke, Zeltwanger and Hinnen all voting Aye.
Moved by V. Punke, second by Zeltwanger, to approve the hiring of Douglas A. Bray as a part-time police officer to work under the Eureka College contract. Passed on roll call vote with V. Punke, Zeltwanger, Hinthorne, Prather, Waters, Kupfer, Hinnen, and Meares all voting Aye.
Committee Reports:
Chairman Waters of the Budget Committee: No Report
Chairman Meares of the Administration and Personnel Committee: No Report
Chairman Hinnen of the Enterprise Committee: No Report
Chairman Waters of the Maintenance Committee: Another fine job of picking up all of the trees and brush after the storm. Kudos from all of the Council members.
Chairman V. Punke of the Public Safety Committee: No Report
Chairman Hinnen of the Park and Recreation Committee: Hinnen reported damage to new playground equipment. Insurance will cover all but $500 which is our deductible. The company is waiting for the parts. Will have to remove the concrete footings of eight posts, remove the damaged parts, etc. The list of things will be itemized.
Chairman Kupfer of the Economic Development Committee: No Report. Scott reminded everyone that Taste of Eureka is August 22 and Reagan Fest is August 23.
Chairman Mayor Punke of the Liquor Committee: No Report
Chair Hinthorne of the Communications Committee: Lawn Mower Poker Run is September 27.
New Business: The freshman class of Eureka College will be working for the City on August 25. This year they will be painting the posts of the street signs. This is a yearly service event.
Public Comments: The danger tape on the damaged part of the playground has been torn down.
There being no further business to come before the Council the meeting adjourned at 8:00 p.m.
