The Eureka City Council convened in regular session at the City Building on October 20, 2008, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, Prather, Waters, and V. Punke. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.

Moved by Hinnen, second by Meares, to approve the minutes of the October 6, 2008, regular meeting of the City Council. Passed on roll call vote with Hinnen, Meares, Kupfer, Zeltwanger, Hinthorne, Prather, Waters, and V. Punke all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

Moved by Waters, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $192,616.31. Passed on roll call vote with Waters, V. Punke Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, Prather, , and all voting Aye.

Moved by Waters, second by *, to accept the Treasurer’s Report as presented for the month ending Septem-
ber 30, 2008. Passed on roll call vote with Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, Prather, Waters, and
V. Punke all voting Aye. Waters

Moved by Waters, second by *, to approve the recommendation from the Maintenance Committee to accept the bid from Knapp Concrete in the amount of $16,364 to replace the sidewalk and curb along East Center Street from North Major Street to the Eureka Community Hospital parking lot. Passed on roll call vote with Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, Prather, Waters, and V. Punke all voting Aye.

Moved by Waters, second by *, to approve the recommendation of the Budget Committee to approve Ordinance 08-14 to abate the levy and extension of taxes for the 2003 Sewer General Obligation Bonds and Ordinance
08-15 to abate the levy and extension of taxes for the 2005 Water General Obligation Bonds to be received in 2009.. Passed on roll call vote with Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, Prather, Waters, and V. Punke all voting Aye.

Moved by Waters, second by *, to accept the recommendation of the Budget Committee for preliminary approval of Ordinance 08-13 An Ordinance levying taxes for all corporate purposes for the City of Eureka for the fiscal year commencing on the 1^st day of May 2009 and ending on the 30^th day of April 2010 in the amount of $287,928. There is no increase in the amount to be levied from the prior year. Passed on roll call vote with Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, Prather, Waters, and V. Punke all voting Aye.

Moved by Meares, second by *, to set Trick or Treat hours and date as October 31^st from 5:00 p.m. to 8:00 p.m. Passed on roll call vote with Kupfer, Zeltwanger, Hinnen, Meares, Hinthorne, Prather, Waters, and V. Punke all voting Aye.
