The Eureka City Council convened in regular session at the City Building on February 2, 2009, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Zeltwanger, Hinnen, Meares, Hinthorne, Prather, Waters, and V. Punke. Alderman Kupfer was absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.

Moved by Hinnen, second by Meares, to approve the minutes of the January 19, 2009, regular meeting of the City Council. Passed on roll call vote with Hinnen, Meares, Zeltwanger, Hinthorne, Prather, Waters, and V. Punke all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

Moved by Waters, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $44,557.60. Passed on roll call vote with Waters, V. Punke, Zeltwanger, Hinnen, Meares, Hinthorne, and Prather and all voting Aye.

Ashley Warchol from Eureka College addressed the Council on the Maroon and Golden Rule Civic Engagement Project enabling student leaders with the assistance from faculty, staff, and community partners, to organize a one-day service project in which members of the Eureka College community provide service for individuals and groups within the Eureka community as a way to say thank you for everything the City of Eureka does to support Eureka College. Ashley will be getting out flyers to the residents by placing them in strategic places. They will collect interest information and match that with the College students’ interest. There is no criteria for choosing residents to help. This project will be held on Saturday, April 25 from 10 a.m. to 1 p.m.

Moved by Hinnen, second by V. Punke, to approve the recommendation from the Enterprise Committee to pay $141,000 on the 2003 sewer bond principal to retire the bond early. This would be added to the Enterprise Sewer Budget line item for the sewer bond principal for a total of $274,000 in the 2009-2010 budget. Treasurer Lynn Hinnen explained how this money will be allocated. This will reduce the interest. Passed on roll call vote with Hinnen, V. Punke, Zeltwanger, Meares, Hinthorne, Prather, and Waters all voting Aye.

Moved by Hinnen, second by Meares, to approve the Municipal Agreement between the City of Eureka and Joanna Bravieri Muller of 110 Highview Drive to finance a portion of the homeowner’s share of the Highview Drive water project and annexation. This is the recommendation of the Enterprise Committee. Passed on roll call vote with Hinnen, Meares, Zeltwanger, Hinthorne, Prather, Waters, and V. Punke all voting Aye.

Chairman Kupfer of the Economic Development Committee: Mr. Kupfer is ill this evening.

Chairman Mayor Punke of the Liquor Committee: No report

Chair Hinthorne of the Communications Committee: Next meeting is Monday, February 9, at 7 p.m. (the time was changed to 6 p.m.)
