The Eureka City Council convened in regular session at the City Building on March 2, 2009, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the Treasurer to call the roll. Present were Aldermen Hinnen, Hinthorne, Prather, Waters, V. Punke, Kupfer, and Zeltwanger. Alderman Meares was absent. Also in attendance were Lynn Hinnen, Treasurer; and Jim Lehman, Public Works Director.
Moved by Hinnen, second by V. Punke, to approve the minutes of the February 16, 2009, regular meeting of the City Council. Passed on roll call vote with Hinnen, V. Punke, Hinthorne, Prather, Waters, Kupfer, and Zeltwanger all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by Kupfer, to approve and pay the bills as the City’s obligation in the amount of $44,260.76. Passed on roll call vote with Waters, Kupfer, Hinnen, Hinthorne, Prather, V. Punke, Kupfer, and Zeltwanger all voting Aye.
Moved by Waters, second by Prather, to consider the recommendation of the Budget Committee to approve the Preliminary Budget Ordinance 09-02. An ordinance budgeting for all corporate purposes for the City of Eureka, Woodford County, Illinois for fiscal year beginning May 1, 2009 and ending April 30, 2010 expenditures in the amount of $3,154,784.00. The budget will be available for inspection March 3. Mayor Punke stated that the committees did a good job coming in under budget from last year. Passed on roll call vote with Waters, Prather, Hinnen, Hinthorne, V. Punke, Kupfer, and Zeltwanger all voting Aye.
Committee Reports:
Chairman Waters of the Budget Committee: Waters thanked everybody for their effort in preparing a balanced budget. The Budget will be available to the public for inspection 7:30 to 4:30 Monday through Friday from March 3 - 13. On March 16th at 6:00 p.m. there will be a Public Hearing to take comments from the public on the FY 09-10 Budget and at 7:30 p.m. the final budget will be presented to the council for approval.

Chairman Hinnen of the Enterprise Committee: No Report
Chairman Waters of the Maintenance Committee: No Report
Chairman V. Punke of the Public Safety Committee: No Report
Chairman Hinnen of the Park and Recreation Committee: No Report
Chairman Kupfer of the Economic Development Committee: Chairman Kupfer wanted to commend the Sesquicentennial Committee for all there hard work they have done and promoting the Sesquicentennial.
Chairman Mayor Punke of the Liquor Committee: No Report
Chair Hinthorne of the Communications Committee: Chairman Hinthorne wanted to let everyone know that there will be Paws for a Cause on May 16 from 9:00 – 11:00. For a $5 entry fee there will be a contest for the Best Dress Dog and then a stroll around the Park. More Details will come. Also, IGA is available for us to sell our sesquicentennial items. Sign-up to volunteer will be on March 16 in the afternoons.
Town Wide Garage Sale will be May 30 with junk pick-up on June 8.
New Business: Eureka Greeters (Sam Harrod) wanted to let the council and staff know that 683 visitors have visited the Reagan Peace Garden and museum since 1993.
Cruger Township Road District is going to have a public hearing to examine and hear reasons for or against vacating various streets and alleys in the original town of Cruger. Paperwork is available at the office.
