MINUTES OF THE EUREKA CITY COUNCIL MEETING
April 6, 2009
 

The Eureka City Council convened in regular session at the City Building on April 6, 2009, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Hinthorne, Prather, Waters, V. Punke, Kupfer, Zeltwanger, Hinnen, and Meares. Also in attendance were Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.

 

Moved by Hinnen, second by Prather, to approve the minutes of the March 16, 2009, regular meeting of the City Council. Passed on roll call vote with Hinnen, Prather, Hinthorne, Waters, V. Punke, Kupfer, Zeltwanger, and Meares all voting Aye.

 

The Mayor asked for public comments on any action to be taken on Agenda items. Resident Nancy Aldridge brought two letters she had written to the attention of the Council.

            1.  She is concerned about the City paying for a recycling program when AADWC is offering the same service. The citizens could take their recycle materials to AADWC. After some discussion, Mayor Punke asked the Administration Committee to look into this and discuss the possibility.

            2.  Nancy is very concerned about what she read in the paper and has heard about the decision of the Enterprise Committee and the Council to not allow Brandon Bressner to stay connected to the Eureka water system. She explained her reasoning and the Council did as well. This item will be further discussed by the Enterprise Committee at a meeting in the near future.

 

Moved by Waters, second by V. Punke, to approve and pay the bills as the City’s obligation in the amount of $113,964.28. Passed on roll call vote with Waters, V. Punke, Hinthorne, Prather, Kupfer, Zeltwanger, Hinnen, and Meares all voting Aye.

 

Moved by Waters, second by Hinnen, to approve Resolution R-01, a Resolution authorizing up to $150,000 in Motor Fuel Tax expenditures for 2009. This Resolution was recommended by the Maintenance Committee. Waters explained how some of this money will be used. Passed on roll call vote with Waters, Hinnen, Hinthorne, Prather, V. Punke, Kupfer, Zeltwanger, and Meares all voting Aye.

 

Moved by Waters, second by Hinnen, to approve the recommendation of the Maintenance Committee to assist the Kaufman Golf Course staff by allowing the use of the City backhoe to remove dirt to help repair a berm washed out by flooding along Walnut Creek. Passed on roll call vote with Waters, Hinnen, Hinthorne, Prather, V. Punke, Kupfer, Zeltwanger, and Meares all voting Aye.

 

Moved by Waters, second by V. Punke, to approve the schedule for the newly established yearly Junk Day Pick Up beginning with Ward I as budgeted for in Fiscal Year 09-10. This is being recommended by the Maintenance Committee. Hinthorne asked that if there is any excess money in the budget that a Junk Day Pick Up be considered for the other three Wards this year. Passed on roll call vote with Waters, V. Punke, Prather, Kupfer, Zeltwanger, Hinnen, and Meares all voting Aye. Hinthorne voted Nay.

 

Committee Reports:

Chairman Waters of the Budget Committee: No report

 

Chairman Meares of the Administration and Personnel Committee: Next meeting Tuesday, April 14, 6 p.m.

 

Chairman Hinnen of the Enterprise Committee: This committee at a recent meeting approved an emergency purchase of a motor and blower for the aerator. The repairs were going to cost nearly as much as a new one. This purchase had to be made immediately for the sewer plant to function.

 

Chairman Waters of the Maintenance Committee: No report

 

Chairman V. Punke of the Public Safety Committee: No report

 

Chairman Hinnen of the Park and Recreation Committee: No report

 

Chairman Kupfer of the Economic Development Committee: No report

 

Chairman Mayor Punke of the Liquor Committee: The Sticker Shock program was done last week. All of the license holders in Eureka took part.

 

Chair Hinthorne of the Communications Committee: Volunteers are needed to man the Sesquicentennial “store” at IGA on Fridays and Saturdays. The fundraising items are sold there.

 

New Business: Mayor Punke announced that there is a new ice cream shop in Eureka – Dairy Barn III – which is owned by Terry and Diane Hinthorne.

 

Public Comments: None

 

There being no further business to come before the Council the meeting adjourned at 8 p.m.
