MINUTES OF THE EUREKA CITY COUNCIL MEETING
April 20, 2009
The Eureka City Council convened in regular session at the City Building on April 20, 2009, at 7:30 p.m. Milt Hinnen, Mayor pro tem called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Waters, V. Punke, Kupfer, Zeltwanger, Meares, and Hinthorne. Alderman Prather was absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener. Mayor Punke is attending a meeting at Illinois Central College tonight with legislators and other public officials to discuss funding for major projects for this area.
Moved by Kupfer, second by Zeltwanger, to approve the corrected minutes of the April 6, 2009, regular meeting of the City Council. The minutes were corrected to read that Hinthorne voted Nay on the motion to approve the Junk Day Pick Up in Ward 1. Passed on roll call vote with Kupfer, Zeltwanger, Waters, V. Punke, Meares, and Hinthorne all voting Aye.
Hinnen asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by V. Punke, to approve and pay the semi-monthly bills as the City’s obligation in the amount of $33,856.00. Passed on roll call vote with Waters, V. Punke, Kupfer, Zeltwanger, Meares, and Hinthorne all voting Aye.
Moved by Waters, second by Hinthorne, to accept the Treasurer’s Report as presented for the month ending March 31, 2009. Passed on roll call vote with Waters, Hinthorne, V. Punke, Kupfer, Zeltwanger, and Meares and all voting Aye.
Moved by Meares, second by Hinthorne, to approve the water and sewer write-off list for Fiscal Year 08-09 in the amount of $347.24 for water billed and $231.50 for sewer billed. This write-off totals $578.74 in unpaid accounts—.000490 percent of total sales. Passed on roll call vote with Meares, Hinthorne, Waters, V. Punke, Kupfer, and Zeltwanger all voting Aye.
Moved by V. Punke, second by Kupfer, to approve Ordinance 09-04 – An Ordinance Adopting the National Incident Management System (NIMS) which is the standard for Incident Management. The adoption of this program is a requirement for receipt of Federal Grants. JJ, Anne, and Officer Eric Luckey have completed the required courses as designated by NIMS for participation. Chief explained how the courses are conducted and who must take them. Passed on roll call vote with V. Punke, Kupfer, Waters, Zeltwanger, Meares, and Hinthorne all voting Aye.
Moved by V. Punke, second by Meares, to approve Resolution R-09-03 for Temporary Closure of a State Maintained Roadway for the Memorial Day Parade May 25, 2009. Passed on roll call vote with V. Punke, Meares, Waters, Kupfer, Zeltwanger, and Hinthorne all voting Aye.
Moved by V. Punke, second by Meares, to approve Resolution R-09-04 for Temporary Closure of a State Maintained Roadway for the 4th of July Parade in 2009. Passed on roll call vote with V. Punke, Meares, Waters, Kupfer, Zeltwanger, and Hinthorne all voting Aye.
Moved by Meares, second by Kupfer, to approve the recommendation of the Administration Committee to discontinue the City’s current recycling program and to promote the use of the ADDWC recycling center in Eureka. ADDWC does not take tin. Anne will look into a way to collect hazardous waste. Passed on roll call vote with Meares, Kupfer, Waters, V. Punke, Zeltwanger, and Hinthorne all voting Aye.
Moved by Meares, second by V. Punke, to approve Ordinance 09-05 – An Ordinance amending the Eureka Municipal Code Zoning Ordinance with the addition of Section 17.13.1 – Rate Fee Structure, Permit & Inspection Fees charged for all construction within the City of Eureka requiring a building permit per the Eureka Municipal Code Zoning Ordinance. This is recommended by the Administration Committee. After discussion and some questions, the motion and second were withdrawn and this Ordinance will be sent back to the Administration Committee.

Chairman Hinnen of the Park and Recreation Committee: No report
Chairman Kupfer of the Economic Development Committee: No report
Chairman Mayor Punke of the Liquor Committee: No report
Chair Hinthorne of the Communications Committee: The City-wide garage sale will be May 30. Volunteers are still needed to sell sesquicentennial items at IGA on Fridays and Saturdays.
