MINUTES OF THE EUREKA CITY COUNCIL MEETING
May 18, 2009
 

The Eureka City Council convened in regular session at the City Building on May 18, 2009, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Zeltwanger, Sancken, Hinnen, Hinthorne, Prather, and Waters. Alderman Kupfer and Meares were absent. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.

 

Moved by Hinnen, second by Zeltwanger, to approve the minutes of the May 4, 2009, regular meeting of the City Council. Passed on roll call vote with Hinnen, Zeltwanger, Sancken, Hinthorne, Prather, and Waters all voting Aye.

 

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

 

Moved by Waters, second by Hinthorne, to approve and pay the bills as the City’s obligation in the amount of $86,043.59. Passed on roll call vote with Waters, Hinthorne, Zeltwanger, Sancken, Hinnen, and Prather all voting Aye.

 

Moved by Hinnen, second by Hinthorne, to accept the Treasurer’s Report as presented for the month ending April 30, 2009. Passed on roll call vote with Zeltwanger, Sancken, Hinnen,  Hinthorne, Prather, and Waters all voting Aye.

 

Moved by Hinnen, second by Sancken, to waive the “no alcoholic beverage” allowed at Eureka Lake Park for the Sesquicentennial Celebration August 20-22, 2009. This will be in the Beer Tent only. The group operating the beer tent will have to get a liquor license from the Liquor Commission, have dram shop insurance, have a double fence around the tent, and two police officers. The Beer Tent will be away from the main events of the Celebration. Passed on roll call vote with Sancken, Hinnen, and Waters voting Aye. Zeltwanger, Hinthorne, and Prather voting Nay. Mayor Punke broke the tie by voting Aye. The motion passed 4 to 3.

 

Moved by Hinnen, second by Zeltwanger, to approve the Proclamation P-09-02 asking the citizens of Eureka to support the formation of a Complete Count Committee with persons from all areas of our community and encouraging citizens to complete the 2010 census survey so everyone is counted. Passed on roll call vote with Hinnen, Zeltwanger, Sancken, Hinthorne, Prather, and Waters all voting Aye.

 

Moved by Zeltwanger, second by Hinthorne, to approve Resolution R-09-02 urging the passage of a comprehensive capital infrastructure budget by the State and that the municipal share of motor fuel tax allocations remain at the same level. Mayor Punke gave some background information on this item. Passed on roll call vote with Zeltwanger, Hinthorne Sancken, Hinnen, Prather, and Waters all voting Aye.

 

Moved by Hinnen, second by Prather, to approve Resolution R-09-03 opposing Senate Bill 1559 requiring the purchase of only American-made vehicles by a municipality. The Illinois Municipal League recommends that municipalities oppose this Bill because of possible higher cost and that we need our own choice not mandates that are unfunded. Passed on roll call vote with Hinnen, Prather, Zeltwanger, Sancken, Hinthorne, and Waters all voting Aye.

 

Moved by Sancken, second by Hinnen, to approve Resolution R-09-04 opposing the State mandating the level of staffing by municipalities for Fire and Police protection. This also is opposed by the Illinois Municipal League as the previous Resolution. Passed on roll call vote with Sancken, Hinnen, Zeltwanger, Hinthorne, Prather, and Waters all voting Aye.

Chairman Waters of the Budget Committee: No report

 

Chairman Meares of the Administration and Personnel Committee: No report

 

Chairman Hinnen of the Enterprise Committee: No report

 

Chairman Waters of the Maintenance Committee: No report

 

Chairman Zeltwanger of the Public Safety Committee: No report

 

Chairman Hinnen of the Park and Recreation Committee: No report

 

Chairman Kupfer of the Economic Development Committee: No report

 

Chairman Mayor Punke of the Liquor Commission: No report

 

Chair Hinthorne of the Communications Committee: Paws for a Cause was canceled Saturday and will be rescheduled for July 4. The City-wide Garage Sale is May 30. Power Ball will be July 4.

 

New Business: None

 

Public Comments: Nancy Aldridge asked about the letter she sent to Scott. He answered her questions concerning recycling and the Enterprise Committee meeting to be held.

 

There being no further business to come before the Council the meeting adjourned at 7:58 p.m.
