MINUTES OF THE EUREKA CITY COUNCIL MEETING
August 17, 2009
 
The Eureka City Council convened in regular session at the City Building on August 17, 2009, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Sancken, Waters, Meares, Kupfer, Zeltwanger, Hinnen, Hinthorne, and Prather. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; and Jim Lehman, Public Works Director.

Moved by Hinnen, second by Meares, to approve the minutes of the August 3, 2009, regular meeting of the City Council. Passed on roll call vote Hinnen, Meares, Sancken, Waters, Kupfer, Zeltwanger, Hinthorne, and Prather all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

Moved by Waters, second by Meares, to approve and pay the bills as the City’s obligation in the amount of $26,372.49.

Moved by Waters, second by Meares, to approve the Treasurer’s report dated July 31, 2009. Passed on roll call vote with Waters, Meares, Sancken, Kupfer, Zeltwanger, Hinnen, Hinthorne, and Prather all voting Aye.

Moved by Hinnen, second by Kupfer, to approve the request of the Walnut Grove Fine Arts Association to serve wine at their featured artist reception on Friday, August 21st, at the Lake Park Pavilion during the Fine Arts Fair. There will be no charge for the wine. Discussion was held as to whether this is setting a precedent. Invitations have been sent out for this event. Passed on roll call vote with Meares, Sancken, Kupfer, and Zeltwanger voting Aye. Hinnen, Waters, Hinthorne, Prather voted Nay. Mayor Punke voted Aye breaking the tie. The motion passed.

Moved by Waters, second by Hinthorne, to approve the Treasurer’s end-of-year report. Passed on roll call vote with Waters, Hinthorne, Sancken, Meares, Kupfer, Zeltwanger, Hinnen, and Prather all voting Aye.

Committee Reports:
Chairman Waters of the Budget Committee: No report.

Chairman Meares of the Administration and Personnel Committee: Tonight’s meeting was postponed and will be rescheduled soon.

Chairman Hinnen of the Enterprise Committee: No report.

Chairman Waters of the Maintenance Committee: At tonight’s meeting it was decided to have a junk pickup day in Ward 2 the week of September 28. Junk must be out on the curb on Monday morning. This is for residential and churches only. Ward 3 and 4 will be done next year during the same week rather that each Ward being done on separate weeks.

Chairman Zeltwanger of the Public Safety Committee: No report

Chairman Hinnen of the Park and Recreation Committee: The goose buster by Bird-X is working.

Chairman Sancken of the Economic Development Committee: No report

Chairman Mayor Punke of the Liquor Commission: A request has been received from Sodexo at Eureka College for a caterer’s license. This will be reviewed soon.

Chair Hinthorne of the Communications Committee: No report

New Business:

  1. Kupfer asked for an update on the College Subdivision. Anne has not had time to meet with the developer yet. She will do this as soon as the Sesquicentennial is over and will report to Kupfer.
  2. Mediacom has notified us that their rates will be increasing.
  3. Taste of Eureka will be from 5 to 8 p.m. on September 25. Tickets will be on sale from September 14-25 for $4 each.
  4. The public meeting on the Eastern Bypass will be Thursday, August 20.
  5. Volunteers are still needed for the Sesquicentennial. The Mayor thanked Laura Siscoe and her committee of Zach Sancken, Tiera Charlton, and Ty Meiss.
  6. Dawn announced that Eureka Community Bank is tearing down the house east of the bank and making that area a public parking lot. The Mayor expressed his appreciation for this improvement in the community.
  7. Marilyn announced that as soon as the Sesquicentennial is over we will be working on the 2010 Census. Signs will be put up at the Sesquicentennial.

There being no further business to come before the Council the meeting adjourned at 7:52 p.m.
