The Eureka City Council convened in regular session at the City Building on October 5, 2009, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the Deputy City Clerk to call the roll. Present were Aldermen Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, Sancken, Waters, and Meares. Also in attendance were Lynn Hinnen, Treasurer; J.J. Davis, Deputy City Clerk; Anne Sandvik, City Administrator; Jim Lehman, Public Works Director; and Chief Al Misener.
Moved by Hinnen, second by Hinthorne, to approve the minutes of the September 21, 2009, regular meeting of the City Council, as amended. In Paragraph One, strike Lynn Hinnen from being present. Passed on roll call vote Hinnen, Hinthorne, Kupfer, Zeltwanger, Prather, Sancken, Waters, and Meares all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by Meares, to approve and pay the bills as the City’s obligation in the amount of $162,765.69. Passed on roll call vote with Waters, Meares, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, Sancken all voting Aye.
Moved by Hinnen, second by Kupfer, to approve the recommendation of the Enterprise Committee to remove an 8-foot section of water line and to put in a line stop on the line at the corner of Eureka and East Street at a cost not to exceed $7,000. Passed on roll call vote with Hinnen, Kupfer, Zeltwanger, Hinthorne, Prather, Sancken, Waters, and Meares all voting Aye.
Moved by Hinnen, second by Prather, to approve the recommendation of the Enterprise Committee to contract with Stan Sayre, Metamora Water Superintendent, to provide qualified water plant operators on an as-needed basis. Passed on roll call vote with Hinnen, Prather, Kupfer, Zeltwanger, Hinthorne, Sancken, Waters, and Meares all voting Aye.
Moved by Zeltwanger, second by Hinthorne, to approve the recommendation to set 5:00 p.m. to 8:00 p.m. on Saturday, October 31, as the Halloween trick or treat hours. Passed on roll call vote with Zeltwanger, Hinthorne, Kupfer, Hinnen, Prather, Sancken, Waters, and Meares all voting Aye.

Public Comments: Eric Pason from the Eureka College Pegasus introduced himself to the Council and to let them know that he was the new reporter for the paper. He also wanted to express his concern on the condition of Reagan Drive. He said that there are pot holes and the gravel will make it difficult to drive on this winter. The mayor let him know that the surface on Reagan drive was done last year and that the polymer that the City asked to be used was not used on the road. There will be spray patching done on this street to help the situation.
There being no further business to come before the Council the meeting adjourned at 7:45 p.m.
