The Eureka City Council convened in regular session at the City Building on February 1, 2010, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Zeltwanger, Hinnen, Hinthorne, Prather, Sancken, Waters, Meares, and Kupfer. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Rusty Klaus, Superintendent of Streets and Maintenance; and Chief Eric Luckey.
Moved by Hinnen, second by Meares, to approve the minutes of the January 18, 2010, regular meeting of the City Council. Passed on roll call vote Hinnen, Meares, Zeltwanger, Hinthorne, Prather, Sancken, Waters, and Kupfer all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by Kupfer, to approve and pay the bills as the City’s obligation in the amount of $49,161.42. Passed on roll call vote with Waters, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, Sancken, and Meares all voting Aye.
Moved by Zeltwanger, second by Hinnen, to approve the hiring of Anthony Rummans and Zach Janssen as part-time police officers to fill open shifts due to Luckey’s promotion and medical leave of another officer. Passed on roll call vote with Zeltwanger, Hinnen, Hinthorne, Prather, Sancken, Waters, Meares, and Kupfer all voting Aye. Zach and Anthony were sworn in by City Clerk Marilyn Walter
Moved by Waters, second by Kupfer, to approve Resolution 10-1 a resolution authorizing the expenditure of up to $105,000 in Motor fuel Tax Funds. Passed on roll call vote with Waters, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, Sancken, and Meares all voting Aye.
Moved by Sancken, second by Prather, to approve to the Municipal Agreement with the local car dealers to participate in an incentive program for new car sales by providing $250 in Eureka Business Association gift checks when a person purchases a new vehicle. This will be $125 paid for by the City and $125 paid for by the dealerships. This will begin on March 1 with the car dealers doing the advertising. This is the recommendation of the Economic Development Committee. Passed on roll call vote with Sancken, Prather, Zeltwanger, Hinnen, Hinthorne, Waters, Meares, and Kupfer all voting Aye.
Committee Reports:
Chairman Waters of the Budget Committee: No report.
Chairman Meares of the Administration and Personnel Committee: The next meeting will be at 6:00 p.m. on February 4. This will be executive session to discuss wages.
Chairman Hinnen of the Enterprise Committee: No report
Chairman Waters of the Maintenance Committee: Rusty now has an office in the Civil Defense Building.
Chairman Zeltwanger of the Public Safety Committee: An executive session meeting will be held on Thursday, February 4 at 7:15 p.m. to go over the applicants for the full-time officer position.
Chairman Hinnen of the Park and Recreation Committee: No report
Chairman Sancken of the Economic Development Committee: A meeting is scheduled at 6:30 p.m. on
February 15 to further discuss the committee’s budget for 2010-2011.
Chairman Mayor Punke of the Liquor Committee: No report
Chair Hinthorne of the Communications Committee: Hinthorne told the Council of the last two committee meetings with representatives of Thinking Skills Inc. After discussion with the Council, she would like to have the Administration Committee add $10,000 to their budget for the outlined program to improve communications between employees, Council, and Supervisors. The Mayor asked the Administration Committee to discuss the need and see if this amount will fit into their budget.
