The Eureka City Council convened in regular session at the City Building on March 1, 2010, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the Deputy City Clerk to call the roll. Present were Aldermen Hinthorne, Prather, Sancken, Waters, Meares, Kupfer, Zeltwanger, and Hinnen. Also in attendance were Lynn Hinnen, Treasurer; J.J. Davis, Deputy City Clerk; Anne Sandvik, City Administrator; and Rusty Klaus, Superintendent of Streets and Maintenance.
Moved by Hinnen second by Meares, to approve the minutes of the February 15, 2010, regular meeting of the City Council. Passed on roll call vote with Hinnen, Meares, Hinthorne, Prather, Sancken, Waters, Kupfer, and Zeltwanger all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by Prather, to approve and pay the bills as the City’s obligation in the amount of $72,036.00. Passed on roll call vote with Waters, Prather, Hinthorne, Sancken, Meares, Kupfer, Zeltwanger, and Hinnen all voting Aye.
Moved by Hinnen, second by Meares, to approve Ordinance 10-03, an ordinance amending the Eureka Municipal Code to allow boats with gasoline motors on Eureka Lake with a permit issued by the City. . This is recommended by the Park Committee. A question was brought up as to why we want to allow gas motors since it has not been allowed in the past. The mayor explained that the high school has a bass fishing team and asked the mayor to coach the team. They would like to use the lake for practices and competition. Gas motors were not allowed in the past because the lake was the city’s water supply at one time. The boats will not be able to start the gas motors at all and will not be able to launch a boat with a gas motor without a permit supplied by the City. There will be a $150.00 fine for each offense. Passed on roll call vote with Hinnen, Meares, Prather, Sancken, Waters, Kupfer, and Zeltwanger all voting Aye. Hinthorne voted Nay.
Moved by Zeltwanger, second by Hinthorne, to approve the recommendation from the Public Safety Committee to put up “Slow Children Playing” signs, one at the east end of Eureka Avenue at Henry Street; and one on the west end of Eureka Avenue both will be on Woodford County Housing Authority property. Passed on roll call vote with Zeltwanger, Hinthorne, Prather, Sancken, Waters, Meares, Kupfer, and Hinnen all voting Aye.
Moved by Zeltwanger, second by Hinnen, to approve Ordinance 10-05 an ordinance amending the City of Eureka Standard Policy and Procedure Manual Chapter – 20 with the addition of the General Order to change the policy for Police Officers regarding firearms. Under the new policy the City will no longer provide Police Officers with firearms and the Officers with firearms and the Officers will be required to provide Police Officers will be provide their own firearm as approved under the Policy. This is recommended by the Public Safety Committee. Passed on roll call vote with Zeltwanger, Hinnen, Hinthorne, Prather, Sancken, Waters, Meares, and Kupfer all voting Aye.
Committee Reports:
Chairman Waters of the Budget Committee: There will be a meeting on March 10 at 5:00 p.m. A public hearing notice will be published on March 11th and will be available to the public. The preliminary budget will go to council on March 15th. The public hearing is scheduled on April 5th at 7:00 p.m. and the final budget approval will go to council on April 5.
The Budget will be available to the public for inspection 7:30 to 4:30 Monday through Friday beginning March 16, 2010.
Chairman Meares of the Administration and Personnel Committee: No report.
Chairman Hinnen of the Enterprise Committee: Mr. Hinnen would like to schedule a committee meeting after the council meeting tonight.
Chairman Waters of the Maintenance Committee: Rusty explained that the 09 Ford 1 Ton that was purchased on the State Purchasing Program the PTO went out on it and it is covered by warranty but they will not let anybody around here work on it so it has to go to Wisconsin and he does not know when it will be back. The back window of the backhoe has been fixed. The lilacs have been cut along Lake Road and the brush has been taken out of Davidson Park. Vermeer said that they have a machine that would mulch all this brush and Rusty will get a price from them to do this since we have to put a lot of mulch around the park anyway. Rusty is doing the sewer plant checks now to reduce overtime and save money. Rusty let the council know that he has a guy helping that needs community service hours and is helping around that park. Rusty is updating the water and sewer maps. He mentioned that he met with Doug and Al Jacobsgaard and they expressed that they would like the council to come out to see what is going on and where the money is going. Rusty also mentioned that the conditions of the streets in town are deteriorating faster than expected.
Chairman Zeltwanger of the Public Safety Committee: No Report.
Chairman Hinnen of the Park and Recreation Committee: No Report
Chairman Sancken of the Economic Development Committee: There will be a public meeting on Tuesday March 23, 2010 from 7-9 p.m. at the Eureka High School Auditorium. Rusty Tribe from Ameren will be there to talk to the public about the Power Switch Program. This will be advertised and put on the bottom of the water bills. This meeting will give information about switching electric providers and the providers that are available in this area.
Chairman Mayor Punke of the Liquor Committee: No Report.
