The Eureka City Council convened in regular session at the City Building on April 19, 2010, at 7:30 p.m. Mayor Scott Punke called the meeting to order and led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Waters, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, and Sancken. Alderman Meares was absent. Also in attendance were Anne Sandvik, City Administrator; Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; and Rusty Klaus, Supt. Of Maintenance and Streets.
Moved by Hinnen, second by Hinthorne, to approve the amended minutes of the April 5, 2010, regular meeting of the City Council. The minutes were corrected to show that Lynn Hinnen was not present at the meeting. Passed on roll call vote with Hinnen, Hinthorne, Waters, Kupfer, Zeltwanger, Prather, and Sancken all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by Kupfer, to approve and pay the bills for expenses of the City’s obligation in the amount of $39,456.15. Passed on roll call vote with Waters, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, and Sancken all voting Aye.
Moved by Waters, second by Hinthorne, to accept the Treasurer’s Report as presented for the month ending March 31, 2010. Passed on roll call vote with Waters, Hinthorne, Kupfer, Zeltwanger, Hinnen, Prather, and Sancken all voting Aye.
Moved by Hinnen, second by Hinthorne, to approve the water and sewer write-off list for Fiscal Year 2009-2010 in the amount of $744.28. This amount is .000639 percent of total water and sewer sales to date. The Mayor stated that JJ and Anne do a great job of collecting the water/sewer bills. Passed on roll call vote with Hinnen, Hinthorne, Waters, Kupfer, Zeltwanger, Prather, and Sancken all voting Aye.
Moved by Waters, second by Hinthorne, to accept the quote from Steffen 3-D for the Motor Fuel Tax chip seal street work in the amount of $64,510 for 2010-2011. The engineers estimate is $59,392.50. The other bid received was from UCM at $65,276.70. Passed on roll call vote with Waters, Hinthorne, Zeltwanger, Hinnen, Prather, and Sancken all voting Aye. Kupfer voted Nay.
Moved by Waters, second by Hinnen, to not accept the quote from R.A. Cullinan for the Motor Fuel Tax sand seal street work in the amount of $22,083.65. The engineers estimate is $18,236.83. The other bid received was from Eppel for $28,657.88. Our engineers recommend spray patching this year due to the high prices of oil. The sand seal can be done in 2011-2012. The firms do not need small jobs like this with the stimulus money this year. Waters read off the names of the few streets affected. Passed on roll call vote with Waters, Hinnen, Kupfer, Zeltwanger, Hinthorne, Prather, and Sancken all voting Aye.

Chairman Waters of the Maintenance Committee: Rusty and the crew are marking the street getting ready for chip seal. Eureka Street will be closed as of April 26 for the hospital project.
Chairman Zeltwanger of the Public Safety Committee: A meeting is scheduled for May 3 at 6:30 p.m.
Chairman Hinnen of the Park and Recreation Committee: No report
Chairman Sancken of the Economic Development Committee: A meeting will be scheduled soon.
Chairman Mayor Punke of the Liquor Committee: No report
