The Eureka City Council convened in regular session at the City Building on May 3, 2010, at 7:30 p.m. Mayor Scott Punke called the meeting to order, led The Pledge of Allegiance, and then directed the City Clerk to call the roll. Present were Aldermen Meares, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, Sancken, and Waters. Also in attendance were Lynn Hinnen, Treasurer; Marilyn Walter, City Clerk; Anne Sandvik, City Administrator; Rusty Klaus, Supervisor of Street and Maintenance; and Chief Eric Luckey.
Moved by Hinnen, second by Kupfer, to approve the minutes of the April 19, 2010, regular meeting of the City Council. Passed on roll call vote with Hinnen, Kupfer, Meares, Zeltwanger, Hinthorne, Prather, Sancken, and Waters all voting Aye.
The Mayor asked for public comments on any action to be taken on Agenda items. There were none.
Moved by Waters, second by Meares, to approve and pay the bills to be back dated to April 30, 2010, for expenses of the City’s obligation in the amount of $66,566.50. Due to back dating, these bills will be paid in the correct fiscal year. Passed on roll call vote with Waters, Meares, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, and Sancken all voting Aye.
Moved by Waters, second by Meares, to approve and pay the bills totaling $28,438.00 for fiscal year 2010-2011. Passed on roll call vote with Waters, Meares, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, Sancken all voting Aye.
Moved by Waters, second by Hinnen, to approve Ordinance 10-07 an Ordinance regulating development in floodplain areas in Eureka. The Mayor stated that this must be approved for liability issues, grants, etc. Passed on roll call vote with Waters, Hinnen, Meares, Kupfer, Zeltwanger, Hinthorne, Prather, and Sancken all voting Aye.
Moved by Waters, second by Meares, to approve Ordinance 10-08 an Ordinance establishing the prevailing rate of wage for laborers, workmen, and mechanics employed for public works for the City of Eureka. Passed on roll call vote with Waters, Meares, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, and Sancken all voting Aye.
Moved by Meares, second by Hinnen, to approve the Agreement for Zoning Administrator Services for Building Inspections with Mark Maloney beginning May 1, 2010 and ending April 30, 2011. Passed on roll call vote with Meares, Kupfer, Zeltwanger, Hinnen, Hinthorne, Prather, Sancken, and Waters all voting Aye.
Moved by Waters, second by Hinnen, to approve the submission to the Illinois Department of Transportation the change in the 2010 Motor Fuel Tax street work (originally appropriated for sand seal) to spray patching in an amount not to exceed $18,045. Passed on roll call vote with Waters, Hinnen, Meares, Kupfer, Zeltwanger, Hinthorne, Prather, and Sancken all voting Aye.
Moved by Waters, second by Sancken, to approve the agreement with A.J. Dowiatt for engineering services of the Motor Fuel Tax work for the spray patch in an amount not to exceed $2,443.60. Passed on roll call vote with Waters, Sancken, Meares, Kupfer, Zeltwanger, Hinnen, Hinthorne, and Prather all voting Aye.
Moved by Hinnen, second by Meares, to approve the appointment of Eric Luckey as Chief of Police; Rusty Klaus as Superintendent of Streets and Maintenance; and Anne Sandvik as Acting City Administrator beginning May 1, 2010, and ending April 30, 2011. Passed on roll call vote with Hinnen, Meares, Kupfer, Zeltwanger, Hinthorne, Prather, Sancken, and Waters all voting Aye.

Chairman Waters of the Budget Committee: No report

Chairman Hinnen of the Enterprise Committee: No report
Chairman Waters of the Maintenance Committee: Brush pickup day went well. The Hospital expansion has started. The ground breaking ceremony will be held on May 25 from 3 to 4 p.m.
Chairman Zeltwanger of the Public Safety Committee: A grant for $1100 to check tobacco sales in local establishments was received.
Chairman Hinnen of the Park and Recreation Committee: No report. The Mayor reported that Eureka Lake was shocked today by State naturalists. This is a good lake for bass. He showed pictures of Eric and Anne holding a seven pound bass.
Chairman Sancken of the Economic Development Committee: Sancken has tickets for the Pork Barbeque fundraiser for Eureka Reagan Fest. This is being held May 14 at the Lake Pavilion from 4 to 7 p.m. Tickets must be purchased by May 5, however. The next fundraiser that is being planned is a Eureka Trivia night.
