MINUTES OF THE EUREKA CITY PLANNING & ZONING COMMISSION
March 19, 2009
The meeting was called to order by Chairman Pro-Tem Jim Cuffe at 7:00 p.m. and roll call taken. Present were Hinnen, Wertz and Knepp. Mr. Simenc was absent. Also present were Scott Punke, Mayor, Don Litwiller, Dennis Litwiller, Curt Litwiller and Tony Dowiatt.
The minutes of the February 19, 2009 were moved for approval by Mr. Hinnen, second by Wertz with a change on the second page first paragraph. Remolding should be remodeling. In the paragraph before this there were two individuals listed on the motion for a second. Mr. Hinnen’s second was removed. All voted yes.
The commission reviewed the plat presented by Don Litwiller to develop Lakeview Acre, Section 14-B to subdivide 40 lots. The Commission reviewed the plans and found all of the requirements of the Zoning Code had been met. The Commission questioned the City’s sewer capacities with this subdivision and the plant being able to take the Edgewood Addition if the City received the funding for the work. Anne has asked Doug Eastman to check with the Illinois Rural Water Association to review the numbers developed for capacities when the plant was reviewed several years ago. At that time there was room for approximately 210 more homes if the City discharge numbers remained good. We have added the College subdivision which has 50 lots leaving 160 connections. Anne will contact Doug to see if he has any new numbers before the approval of the final plat presented by Mr. Litwiller.
The commission reviewed the new Zoning Code Supplemental Regulation. The changes requested are on the attached sheets.
During comments from the public, Mayor Punke addressed the commission with his and several of the council members concerns with requiring building permit for interior remodeling. The council members and Scott felt this would be too difficult to control and that it would deter home owners from possibly updating their homes. The commission felt that if there was a fire or if remodeling of the home was 40% or more then that should maybe be considered as qualifying for a permit. The question of permit fees and the building inspector position will go to the Administration Committee on March 31st at 6:00 p.m.
The meeting was moved for adjournment by Wertz, second Hinnen at 8:30 p.m.
